The possibility of a nuclear war that could destroy civilization has influenced the course of international affairs since 1945, suspended like a sword of Damocles above the heads of the world's leaders. The fact that we have escaped a third world war involving strategic nuclear weapons—indeed, that no atomic weapon of limited power has yet been used under battlefield conditions—seems nothing short of a miracle. Revisiting debates on the effectiveness and ethics of nuclear deterrence, Jean-Pierre Dupuy is led to reformulate some of the most difficult questions in philosophy. He develops a counterintuitive but powerful theory of apocalyptic prophecy: once a major catastrophe appears to be possible, one must assume that it will in fact occur. Dupuy shows that the contradictions and paradoxes riddling discussions of deterrence arise from the tension between two opposite conceptions of time: one in which the future depends on decisions and strategy, and another in which every occurring event is one that could not have failed to occur. Considering the immense destructive power of nuclear warheads and the almost unimaginable ruin they are bound to cause, Dupuy reaches a provocative conclusion: whether they bring about good or evil does not depend on the present or future intentions of those who are in a position to use them. The mere possession of nuclear weapons is a moral abomination.

War and conflict never occur ‘in a vacuum,’ as there are always signallers and events that indicate and then dictate the onset of an upheaval. This has been true of relatively minor conflicts such as the Japan – Russo War of (1904 – 1905), the Vietnam War (1963 – 1975), the Afghanistan War (2001 – ongoing) and the major ‘total wars’ of World War One (1914 – 1918); and World War Two (1939 – 1945). There is a new and emerging war that is about to happen and its epicentre will be in the Asia-Pacific, and more specifically, the historic, contemporary and emerging issues associated with China – Taiwan tensions are a continuum; and show no sign of abatement or downward-moderation. The signals are there and they consist of but are not limited to, the historic baggage of China’s ‘ownership’ of Taiwan; of this factor being rejected by consecutive governments of Taiwan; China’s increasing sclerotic (irredentist) demands and policies toward Taiwan; the steadfastness of Taiwan’s attempts at recognition as an independent cum sovereign entity; other Asia-Pacific and international actors attempting to intervene in the region; and the uncertainties associated with who will help defend Taiwan. All are signals. Within them there is and remains a continuous rise in tensions of which – and is held within the title of this book – remains the ‘tipping point’ of 2036. There are many reasons for this date to be used as a pivot point and they are explored in detail in the lead up to this date, and whilst the outcome is due to current machinations not subsiding (and will only continue to deteriorate), the contention is and remains not whether a war will occur, but when. The magnitude of the war that will take place demands the inherent complexities be considered, understood and explored in detail. This book is a significant step in that direction.

This paper will address the type of strategic nuclear forces the United States will find most effective to best achieve nuclear deterrence over the next twenty years. I will use the approved National War College Framework for Military Strategy as a tool for examining the political objectives of our nuclear deterrent policy, the military objectives that will support those political objectives in the outyears, and the capabilities and vulnerabilities of both superpower arsenals. Finally, I will define the force structure required by the strategic plan to accomplish our objectives and discuss the potential results. Before looking at the political objectives of our deterrent policy, I feel it appropriate to point out the curious aspects of discussing a military strategy that depends for its success on never being proven out. In many cases, the successful application of a military strategy requires hostilities to exist -- the military strategy of the Allied Powers to defeat the Axis Powers in World War If being a case in point -- and involves the use of force to cause the enemy to do something he would not otherwise want to do. Judging our nuclear deterrent strategy of the past four decades as successful implies that the Soviets would have initiated a nuclear war had our strategic forces not existed. This is an implication that absolutely cannot be proven to be true, yet it is the very basis of our stated need for a triad of forces capable of devastating the Soviet Union. Whatever future strategy the United States pursues to deter a major nuclear war with the Soviets, it will only be successful if such a war does not occur. Therefore the strategy must be one of war prevention. This does not mean, however, that we should concentrate on cost issues and ignore the warfighting capabilities of these forces. Rather, we must field affordable forces that guarantee a great amount of credible retaliatory capability regardless of the mode of attack the Soviets choose.

Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
