This book contains the proceedings of the conference “Comparative Data Law”, which was held in Munich in December 2023. The increasing relevance of data is now recognized all over the world. The large number of regulatory acts and proposals in the field of data law serves as a testament to the significance of data processing for the economies of the world. The European Union’s Data Strategy, the African Union’s Data Policy Framework and the Australian Data Strategy only serve as examples within a plethora of regulatory actions. Yet, the purposeful and sensible use of data does not only play a role in economic terms, e.g. regarding the welfare or competitiveness of economies. The implications for society and the common good are at least equally relevant. For instance, data processing is an integral part of modern research methodology and can thus help to address the problems the world is facing today, such as climate change. The conference was the third and final event of the Global Data Law Conference Series. This book proposes a data-driven methodology using multi-way data analysis for the design of video-quality metrics. It also enables video- quality metrics to be created using arbitrary features. This data- driven design approach not only requires no detailed knowledge of the human visual system, but also allows a proper consideration of the temporal nature of video using a three-way prediction model, corresponding to the three-way structure of video. Using two simple example metrics, the author demonstrates not only that this purely data- driven approach outperforms state-of-the-art video-quality metrics, which are often optimized for specific properties of the human visual system, but also that multi-way data analysis methods outperform the combination of two-way data analysis methods and temporal pooling.

Environmental data centers have been successfully acquiring, disseminating, and archiving data for decades. However, the increasing volume and number of data sets, coupled with greater demands from more diverse users, are making it difficult for data centers to maintain the record of environmental change. This workshop report focuses on technological approaches that could enhance the ability of environmental data centers to deal with these challenges, and improve the ability of users to find and use information held in data centers. Among the major findings are that data centers should rely more on off-the-shelf technology-including software and commonly available hardware-and should shift from tape to disk as the primary storage medium. Such technological improvements will help solve many data management problems, although data centers and their host agencies will have to continue to invest in the scientific and human elements of data center operations.
