Should leadership minimise suffering? How do survivors recover from the worst urban flood in American history, a disaster that destroyed nearly the entire physical landscape of a city, as well as the mental and emotional maps that people use to navigate their everyday lives? This question has haunted the survivors of Hurricane Katrina and informed the response to the subsequent flooding of New Orleans across many years. Left to Chance takes us into two African American neighborhoods—working-class Hollygrove and middle-class Pontchartrain Park—to learn how their residents have experienced “Miss Katrina” and the long road back to normal life. The authors spent several years gathering firsthand accounts of the flooding, the rushed evacuations that turned into weeks- and months-long exile, and the often confusing and exhausting process of rebuilding damaged homes in a city whose local government had all but failed. As the residents’ stories make vividly clear, government and social science concepts such as “disaster management,” “restoring normality,” and “recovery” have little meaning for people whose worlds were washed away in the flood. Disasters and their management are today central to public and political agendas. Rather than being understood as exclusively acts of God and Nature, natural disasters are increasingly analysed as social vulnerability exposed by natural hazards. A disaster following an earthquake is no longer seen as caused exclusively by tremors, but by poor building standards, ineffective response systems, or miscommunications. This book argues that the shift in how a disaster is spoken of and managed affects fundamental notions of duty, responsibility and justice. The book considers the role of law in disasters and in particular the regulation of disaster response and the allocation of responsibility in the aftermath of disasters. It argues that traditionally law has approached emergencies, including natural disasters, from a dichotomy of normalcy and emergency. In the state of emergency, norms were replaced by exceptions; democracy by dictatorship; and rights by necessity. However, as the disaster becomes socialized the idea of a clear distinction between normalcy and emergency crumbles. Looking at international and domestic legislation from a range of jurisdictions the book shows how natural disasters are increasingly normalized and increasingly objects of legal regulation and interpretation. The book will be of great use and interest to scholars and researchers of legal theory, and natural hazards and disasters.

Disasters associated with natural phenomena, such as earthquakes, floods, droughts, etcetera, are intensifying damages that translate into deaths, the loss of infrastructure, and the interruption of economic activities. The accelerated growth of cities frequently incorporates new areas that are susceptible to certain hazards, leaving society increasingly exposed, due to a mismanagement of land. Since the 1990s, the social sciences have developed the approach of vulnerability, which considers the conditions of weakness of a society to cope with hazards. We now know that risk is socially constructed, and so disasters are not only a result of the intensity of the geophysical phenomena that unleash them, but also of the contexts of vulnerability present when a phenomenon takes place. The aim of this work is to show how the risk of flood disasters is constructed in Tijuana, Baja California, with four main elements as our starting point: An examination of floods since the late 19th century; the voice of the actors present for flooding events; a theoretical model to understand the relationship between the hazard and the magnitude of the risk; and recommendations for disaster risk management at a local level.

The book provides insights into community narratives concerning life in the face of creeping calamities through a case study from the Colombian Andes. It sets out to make sense of the lived experience of disasters that are slowly unfolding as well disasters that have not yet occurred. This book explores what it means to live in anticipation of disaster and in anticipation of an uprooting of community, sense of self, and sense of belonging. It questions whether community resilience is a useful concept in the context of slow-onset geological hazards for which few viable solutions are available. The book forces us to think about how resettlement and displacement functions in the context of slow calamities, which presents distinct challenges, mainly related to lower political saliency than what is usually the case in emergencies. The book thus also has implications for how we think about the adverse impacts of climate change.
