A Foreign Affairs Best Book of the Year “Even in these dismal times genuinely important books do occasionally make their appearance...You really ought to read it...A tour de force...While Wertheim is not the first to expose isolationism as a carefully constructed myth, he does so with devastating effect.” —Andrew J. Bacevich, The Nation For most of its history, the United States avoided making political and military commitments that would entangle it in power politics. Then, suddenly, it conceived a new role for itself as an armed superpower—and never looked back. In Tomorrow, the World, Stephen Wertheim traces America’s transformation to World War II, right before the attack on Pearl Harbor. As late as 1940, the small coterie formulating U.S. foreign policy wanted British preeminence to continue. Axis conquests swept away their assumptions, leading them to conclude that America should extend its form of law and order across the globe, and back it at gunpoint. No one really favored “isolationism”—a term introduced by advocates of armed supremacy to burnish their cause. We live, Wertheim warns, in the world these men created. A sophisticated and impassioned account that questions the wisdom of U.S. supremacy, Tomorrow, the World reveals the intellectual path that brought us to today’s endless wars. “Its implications are invigorating...Wertheim opens space for Americans to reexamine their own history and ask themselves whether primacy has ever really met their interests.” —New Republic “For almost 80 years now, historians and diplomats have sought not only to describe America’s swift advance to global primacy but also to explain it...Any writer wanting to make a novel contribution either has to have evidence for a new interpretation, or at least be making an older argument in some improved and eye-catching way. Tomorrow, the World does both.” —Paul Kennedy, Wall Street Journal

The Monroe Doctrine, "dollar diplomacy," the policy of the Good Neighbor—these well-known terms indicate the spectrum of the United States's relationships with its neighbors of the Western Hemisphere. Hemisphere thinking in the "Yankee" nation, founded on economic, political, and strategic needs, has come to encompass an appreciation of social and intellectual aspects as a vital part of a unified international unit. In The Western Hemisphere: Its Influence on United States Policies to the End of World War II, Wilfrid Hardy Callcott traces the rise of this awareness of the essential unity of the Western Hemisphere in international affairs. Although Callcott concentrates on the United States, he discusses all hemisphere countries, and his inclusion of Canada adds an additional dimension to previous studies on the subject. From the early days of the Republic to the end of World War I, the relations of the United Stales with its neighbors gradually developed from mere curiosity and from on-the-spot decision-making into policy. During the eighteenth century the persons entrusted with United States foreign policy pressed forward with their own country's westward expansion, while they expressed only an academic interest in the affairs of other Western Hemisphere nations from Canada to Brazil. By the end of the nineteenth century the United States had enthusiastically joined the imperialist nations. Although it soon replaced the use of force with economic controls, its military and economic manipulations naturally generated more fear and antagonism in the neighboring nations than cooperation and sympathy. After World War I, attention to the hemisphere was fostered by the need for strategic raw materials that were to be found from Canada to South America, and by Old World rivalries and needs that endangered New World interests. Canadian and Latin American views of Europe and the League of Nations became much like those of the United States. The new conditions that arose called forth the Good Neighbor policy to combine economic and strategic values in a complex program that included intellectual, social, and cultural elements. World War II accentuated the new consciousness and compelled recognition of the significance of hemisphere relationships in all of the New World nations.

A beloved merengue songa phantom from the fiftiesconnects a haunted cast of characters, each in search of redemption. Elderly merengue star Ignacio dos Santos wrote this popular songEstrellita Luminosa. He once did the mambo with Hollywood star Marilyn Monroe and lived a fulfilling life. After enduring twenty years as an alcoholic in self-exile, he now dwells in a masochistic world of memories and regrets, as he searches for a reason not to self-destruct. In order to save her, Maximo must conquer his fears and battle against his own physical and emotional handicaps. After Jaragua saves a mans life in prison, a secret society welcomes him into a world of death matches and drug smuggling. Despite the madness in his life, he remains devoted to a beautiful merengue singer named Estrellita. He must now choose between the darkness within and the only woman he has ever loved. The European Cultural Foundation has conceived an ambitious project: by means of interdisciplinary studies on an international basis it is setting out to "forecast" the future of Europe in the year 2000 in four major fields of human development (education, industrialization, urbanization and the transformation of rural society). In this sense "forecasting" implies defining what is inevitable in the future of this civilization, and identifying the choices open to Europeans in so far as they are free to exert their collective will to influence the future. I should like here to pay due tribute to the Secretary General of the Foundation, Mr. George Sluizer, who had the boldness to launch this initiative, the drive and perseverence to mobilize sufficient funds to carry it into effect, and the clear-sightedness to devise bodies and procedures that could serve as a flexible and effective framework for the development-necessarily aleatory-of such a large-scale project ... A udaces fortuna juvat. Our friend Sluizer must often have modelled his attitude on that of his great compatriot, William the Silent, thinking to himself: "It is not necessary to hope in order to act, nor to succeed in order to persevere". If this maxim was good enough to forge a nation, it can also serve our purposes to-day.
