The Consultative Group on International Agricultural Research (CGIAR) was established in 1971 to support the Rockefeller and Ford Foundations in funding four international agricultural research centres in Colombia, Mexico, Nigeria and the Philippines. As the first global programme to receive grants from the World Banks net income, the CGIAR now consists of 16 autonomous international centres, with a membership of 62 countries, including 24 developing and transition economies. This report evaluates the work of CGIAR and makes several recommendations to address the future challenges it faces in promoting agricultural research.

After decades of neglect, the agricultural sector in many countries of Latin America is receiving renewed attention. As part of this, the establishment and consolidation in Latin America of three international centers funded through the Consultative Group on International Agricultural Research (CGIAR) account for a small but significant part of the growth in agricultural research. The importance of the centers lies not in the additional funding they bring, but rather in their collaboration with national research programs. There is increasing evidence that these centers have helped to expand the capacity of many national programs, especially in the numerous smaller countries. Their sustained funding, apolitical nature and international scientific linkages have added an important dimension to the region's own enhanced capacity for agricultural research. The accelerated growth in the yields and output of staple foods in Latin America achieved over the past decade is striking testimony to the strengthened national research programs which are receiving, testing, adapting and releasing technologies developed through their collaboration with international centers.

Watson, Crawford, and Farley examine the ways in which science and technology (S & T) support poverty alleviation and economic development and how these themes have been given emphasis or short shrift in various areas of the World Bank's work. The authors go beyond this tenet, analyzing the importance of S & T for development within specific sectors. They present policy options for enhancing the effectiveness of S & T systems in developing countries, review previous experience of the World Bank and other donors in supporting S & T, and suggest changes that the World Bank and its partners can adopt to increase the impact of the work currently undertaken in S & T. The authors' main messages are: * S & T has always been important for development, but the unprecedented pace of advancement of scientific knowledge is rapidly creating new opportunities for and threats to development. * Most developing countries are largely unprepared to deal with the changes that S & T advancement will bring. * The World Bank's numerous actions in various domains of S & T could be more effective in producing the needed capacity improvements in client countries. * The World Bank could have a greater impact if it paid increased attention to S & T in education, health, rural development, private sector development, and the environment. The strategy emphasizes four S & T policy areas: education and human resources development, the private sector, the public sector, and information communications technologies. "The world's agricultural economy was transformed remarkably during the 20th century. The agricultural productivity growth that fueled this change was generated primarily by agricultural R&D financed and conducted by a small group of rich countries-especially the United States, but also Japan, Germany, and France. In an increasingly interdependent world, both rich and poor countries have depended on agricultural research conducted in the private and public laboratories of these few countries, even if they have not contributed to financing the activity. But now the rich-country research agendas are shifting. In particular, they are no longer as interested in simple productivity enhancement. Dietary patterns and other priorities change as incomes increase. Food-security concerns are still pervasive among poor people, predominantly in poor countries. In rich countries we see a declining emphasis on enhancing the production of staple foods and an increasing emphasis on enhancing certain attributes of food (such as growing demand for processed and so-called functional foods) and on food production systems (such as organic farming, humane livestock production systems, localized food sources, and "fair trade" coffee). In addition to growing differences between rich and poor countries in consumer demand for innovation, research agendas may diverge because of differences in producer and processor demands. Farmers in rich countries are demanding high-technology inputs that often are not as relevant for subsistence agriculture (such as precision farming technology or other capital-intensive methods). As well as differences in value-adding processes to serve consumer demands, differences in farm production technologies are emerging to serve the evolving agribusiness demands for farm products with specific attributes for particular food, feed, energy, medical, or industrial applications.The purpose of this volume is to document the changing institutions and investments in agricultural R&D in less-developed countries, in part to form a companion volume to Paying for Agricultural Productivity by providing a more complete global picture of the issues."
