A football team consists of eleven positions, which are filled by players who can match the positions with their skills. To create a successful world class team, not only the line-up is important, but also making sure that the players are being put in the right position. This simplified example illustrates that this is the goal of teams in business as well. Human Resource Planning (HRP) remains to be a relevant factor of strategic management defined as a process of predicting the future demand of staff, who is providing the right set of skills for their position. Especially the humanitarian sector which poses a challenge for HRP due to its dynamic and complex nature. These three aspects: activity, project, and financial resources have influence and depend on each other causing this complexity. Projects of Non-Governmental Organizations are often limited to a certain period of time and range from prevention and planning of projects to the active phase and the final stabilization phase. The planning of staff is therefore limited to the activities, the course of the project and the financial resources available to the organization. Often the complexity of HPR in the humanitarian sector is not captured comprehensively within academia as well as practical business planning due to its dynamic processes. The decisive question in this process is which factors are relevant to be able to plan the right employees with the right skills at the right time. Hence, this research was carried out to gain a closer insight into the planning process of procurement employees in the humanitarian sector within the projects and to show how this is handled in reality as well as to compare what theory proposes. The study consists of a literature review and a rating of the identified parameters. Indicators were identified, which were evaluated by the organization experts and analyzed with descriptive statistics. With this procedure, the indicators relevant for team sizing could be researched and, in addition to other parameters, the strength of the procurement team and the context of the operation as a cluster with the underlying micro-indicators were crystallized as particularly important. In the discussion of the key findings, the complexity of the sector becomes clear and, in order to better grasp this, further research methods are advocated.
