An excerpt from a review in The Economic Review, Volume 11: THE late Professor Dunbar was engaged for some time before his death, in January of last year, in the preparation of a second edition of his valuable manual on banking. It was, unfortunately, left unfinished. The work, however, has been very satisfactorily carried out by Mr. Sprague. The book has been considerably enlarged, and its statistical information has been brought thoroughly up to date. Professor Dunbar's little manual is undoubtedly the best source to which any student of the subject can repair, who is not prepared to wade through the larger and more elaborate books on the subject; and, indeed, even those who have studied the works of Mr. McLeod and Mr. Gilbart will find their knowledge both supplemented and corrected on many important points by the study of this book of Mr. Dunbar. The first seven chapters are devoted to the discussion and elucidation of the general principles of the subject, the last four to a sketch of the constitution and history of five of the great banks or banking systems of the world-the Bank of Amsterdam, the Bank of France, the National Banks of the United States, the Bank of England, and the Reichsbank of Germany. In dealing with the general principles of the subject, Professor Dunbar does not make the mistake made by so many financial writers of assuming on the part of his readers a comprehension of matters which certainly no one can comprehend unexplained, but which bankers and accountants understand after a fashion, or, at any rate, seem to understand from the sheer force of habit. Why, for instance, should the capital and the undivided profits of a bank be reckoned among its liabilities? In ordinary parlance they seem, on the contrary, to be absolutely synonymous with the resources which it possesses to meet every conceivable liability. Professor Dunbar explains that they are liabilities of an entirely different character from deposits and notes outstanding. Some further explanation, however, might, with advantage, have been given of the causes which have led to a classification that appears at first sight so puzzling. It arose, no doubt, out of the same exigencies which gave birth to the whole system of book-keeping by double entry. If a farmer, say, wishes to know not only what his total profits or losses for the year amount to, but also what they are separately from his sheep, his cattle, and his grain crops, his only, or at any rate his most convenient method of ascertaining this is to create fictitious personages under the names of "sheep," "cattle," and "grain crops," and to debit these personages with the capital laid out in their several departments, and to credit them with the returns from it. It is thus comprehensible enough how the capital and undivided profits of a joint stock bank come to be looked on as the sum of its liabilities to those who have combined their resources for its establishment; and, as regards a private bank into which one individual may be supposed to have put all his resources, he must, for the purposes of book-keeping, regard himself in a double light, as at once his own debtor and his own creditor. Banking is so wide and so varied a subject that it is, of course, impossible to do more than touch upon one or two of the matters dealt with in a book like the present. The explanation of the manner in which the clearing-house certificates were used in New York to allay panic in 1860 and 1884, and, with somewhat less success, in 1873, will be one of the most interesting features of the book to English readers, to whom, for the most part, these certificates have been something of a mystery. In an address to the stockholders of the United States Bank, at their meeting in 1828, Mr. N. Biddle, the President of that institution, stated, that, of five hundred and forty-four Banks in the United States, one hundred and forty-four had been openly declared bankrupt, and about fifty more had suspended business. Mr. Gallatin, in his "Considerations on the Currency and Banking System," published in 1831, gives a list of 329 State Banks then in operation, having nominal capitals of the amount of $108,301,898, which, added to the capital of the United States Bank, made the whole nominal capital of these institutions, upwards of one hundred and forty-three millions of dollars. These Banks issue notes which serve as substitutes for coin. They grant credits on their books, and transfer the amount of credit from one merchant to another. *. They receive money on deposit. They buy and sell bills of exchange. They discount mercantile notes. They buy and sell public stocks. All these are important functions, and if only one of them be ill performed, the community must suffer inconvenience. The Banks are scattered through nearly all the States and Territories which compose our Union; but they may all be embraced in one view, inasmuch as they all substitute paper for specie, and credit for cash, and are all endowed with privileges which individuals do not possess. It is well known in every London bank, that fewer mistakes are made by the clerks in summer than in winter. Abundance of light prevents mistakes, and saves all the time that would be employed in the discovery of errors. Light is also of great importance to the cashiers in detecting forged signatures and bad or counterfeit money. Thieves are also less likely to attempt their robberies in a light ofice than in a dark one. Faint or illegible handwriting can be more easily read, and hence mistakes are less likely to occur. The clerks, too, perform their duties with more quickness and cheerfulness. The gloominess of an office throws a. Gloom over the mind but light is sweet, and a pleasant thing it is for the eyes to behold the sun. The lightest part of the Office should be devoted to the clerks. We have observed sometimes a violation of this principle. The entrance door has been placed in the middle of the front, with a. Window on each side, and the counter thrown across the room, so that the lightest part of the office has been given to the public. It is better that the entrance be placed at the right or the left corner, and the counter be made to run from the window to the Oppo site wall. The light will thus fall lengthwise on the counter, and the space behind the counter will be occupied by the clerks. Between the last named year and the year 1775 there were many issues ordered and emitted, chiefiy to replace the bills which had been withdrawn from circulation because of the expiration of their several terms. In December, 1775, a convention was called, and an issue of 30,000 in bills of credit ordered. In February, 1776, this amount was increased to 50,000, conditioned upon its redemption before the year 1778, and they were so redeemed. In October, 1778, a forced loan of 259,000 was raised on interest-bearing treasury notes, chiefly to meet and counteract the great depreciation in the currency. In 1780, $225,000 in bills were issued to meet the quota of New Jersey, under the call of Congress. These bills were in denominations from one to twenty dollars. The same year 30,000 were issued for currency purposes, in amounts from one shilling to seven shillings and sixpence. Under the provisions of the act these were to be redeemed before the close of the year 1787.. In 1786, 100,000 in bills, from one shilling to six pounds, were emitted. The same year the legislature authorized a copper coinage, and two mints were established; one about two miles west of Morristown, at a place known as Solitude, and the other at Elizabeth. They continued in operation but a short time. No bank was chartered in the state previous to the year 1800. MARYLAND. The colonists of Maryland received their charter from Charles I. on the 20th of June, I632, and effected a settlement in 1634. The colony became equally afllicted with the other colonies in the character of its currency.
