This study explores the effect of two variables, threat and time compression, on the decision making patterns of the senior decision units in selected international crises. The investigation is focused on an analysis of decision makers and their actions during two major crises of the twentieth-century; the Greek crisis of 1947, and the US decision to intervene in Korea, 1950. Investigation reveals that there are some common distinguishing characteristics of decision units under high stress and perceived limited time. Further examination develops a series of proposals for application of these findings to the particular needs of the military. (Author).

This volume, a collection of thirteen papers, presents a new approach to the study of international crisis behavior of individual states. The opening essay, by the editor, sets out the terms of reference in the form of a model, research question, and three tables defining the attributes of the crisis actor, the dimensions of the crisis, and the characteristics of the crisis decisional unit. The following nine papers are in-depth studies of individual actor-crises which occurred between the years 1939 and 1976. These cases represent small, medium, and large states with different economic and military capabilities and span the entire globe--Europe, North and Central America, South and Southeast Asia, and the Middle East. Preliminary comparative findings for the nine "vertical" studies are then summarized. Initial findings on "horizontal" research, offering systematic comparisons on patterns of behavior in Middle East crisis, comprise the final paper in the group of empirical studies. The volume concludes with two papers--one on the quality of decision making, and the other a review of the literature on crisis anticipation, decision making, and management.The papers in this volume originally appeared in the Jerusalem Journal of International Relations.

A new orientation to pre-crisis study is developed drawing upon concepts from international systems analysis, empirical research on international crises and insights from cybernetics about monitoring change in a system. Conceptions of threat are divided into threat as behavior and threat as perception. Threat as behavior is determined by monitoring international event/ interactions. Threat as perception is determined by the cognitive appraisals of international affairs analysts. Analyzing threat situations is viewed as a new criterion for anticipating international crises. A threat recognition model is proposed.

International Political Earthquakes is the masterwork of the preeminent scholar Michael Brecher. Brecher, who came of age before World War II, has witnessed more than seven decades of conflict and has spent his career studying the dynamics of relations among nations throughout the world. When terrorism, ethnic conflict, military buildup, or other local tensions spark an international crisis, Brecher argues that the structure of global politics determines its potential to develop into open conflict. That conflict, in turn, may then generate worldwide political upheaval. Comparing international crises to earthquakes, Brecher proposes a scale analogous to the Richter scale to measure the severity and scope of the impact of a crisis on the landscape of international politics.
