Yi-Tang Lin presents the historical process by which statistics became the language of global health for local and international health organizations. Drawing on archival material from three continents, this study investigates efforts by public health schools, philanthropic foundations, and international organizations to turn numbers into an international language for public health. Lin shows how these initiatives produced an international network of public health experts who, across various socioeconomic and political contexts, opted for different strategies when it came to setting global standards and translating local realities into numbers. Focusing on China and Taiwan between 1917 and 1960, Lin examines the reception, adaptation, and appropriation of international health statistics. Whether we think of statues, plaques, street-names, practices, material or intangible forms of remembrance, the language of collective memory is everywhere, installed in the name of not only nations, or even empires, but also an international past. The essays in Sites of International Memory address the notion of a shared past, and how this idea is promulgated through sites and commemorative gestures that create or promote cultural memory of such global issues as wars, genocide, and movements of cross-national trade and commerce, as well as resistance and revolution. In doing so, this edited collection asks: Where are the sites of international memory? What are the elements of such memories of international pasts, and of internationalism? How and why have we remembered or forgotten "sites" of international memory? Which elements of these international pasts are useful in the present? Some contributors address specific sites and moments--World War II, liberation movements in India and Ethiopia, commemorations of genocide--while other pieces concentrate more on the theoretical, on the idea of cultural memory. UNESCO's presence looms large in the volume, as it is the most visible and iconic international organization devoted to creating critical heritage studies on a world stage. Formed in the aftermath of World War II, UNESCO was instrumental in promoting the idea of a "humanity" that exists beyond national, regional, or cultural borders or definitions. From the 1890s to the 1940s, French State and entrepreneurial companies were enticed to promote French interests, beyond mere colonial targets, for the sake of economic patriotism. Chinese concessions, not including Hong Kong, were thus inserted into geo-economic moves, and French stakeholders asserted their philosophy of competition, and displayed their means of influence and investment. In this book, the author assesses the challenges which confronted French actors in the face of powerful British imperial action overseas, all the more so because German Belgian, Japanese, and then also North-American competitors joined the fray. The book targets three concessions: Canton/Guangzhou, Tientsin/Tianjin, and Hankeou/Wuhan because of their significance in the emergence of a modern economy in the country. The three main sections of the book explore the position of French stakeholders, mainly businessmen, merchant houses, bankers, and a few industrialists, in these three port-cities and China overall. The chapters gauge their capital of influence and networking, commercial tools, and banking skills in the face of competition, the hardships of crossing the changes in economic productive systems or clusters in the various port-cities and their areas, rich with commercial offshoots. Also, several chapters underscore the uncertainties caused by geopolitical and military events in China. For each of the three concessions, commercial and banking systems, assessments of the successes and limits of the French bankers and merchants are investigated, with the aim of evaluating the reality of French entrepreneurialism and power in the regions prospected by the offshoots of French capitalism. The book will be an invaluable resource for academics interested in the history of banking and finance, business, entrepreneurship, colonialism and "economic patriotism" in Chinese history, in geo-economics and in connected history.

EXTRAIT Il faut signaler aussi en novembre 2017 la survenue d’un événement impliquant quelque 15 000 savants. Pour faire écho à la 23e version de la COP, ils signaient un « Warning to Humanity », un appel rappelant l’état de délabrement avancé de la planète. Mais, rien de bien nouveau par rapport aux données du bon vieux rapport Meadows datant de 1972. Si, dans ce « warning » les symptômes de la maladie sont mieux identifiés et quantifiés, manque encore le diagnostic étiologique et l’identification précise de l’agent causal du désastre environnemental. Aucun effort de synthèse ; les savants brandissent à nouveau les courbes archiconnues de la « Great Acceleration » de l’Anthropocène. Ainsi, par ce manque d’audace, ce signal d’alerte qui se voulait fort et solennel se réduit à un non-événement. On est encore plus déçu en prenant connaissance du contenu précis du « Warning to Humanity ». Alors que la famine dans le monde repart à la hausse, les rédacteurs convoquent des données de la très philanthropique Banque mondiale qui affirme que sur ce front la situation s’améliore... bizarre ! Anachronique, consensuel et surtout trop timoré, l’appel paraît suspect ; comme celui d’Heidelberg, il doit y avoir anguille sous roche ou commanditaire caché. Toujours est-il que, du haut de leur savoir, ces 15 000 savants attestent ce que les ONG savent et décrivent depuis longtemps : l’état avancé de délabrement des écosystèmes, la raréfaction rapide des ressources en eaux douces, la sur-prédation sur le poisson, les pollutions en tout genre et l’élévation constante des gaz à effet de serre (GES). Qui en est le responsable et comment mettre un terme à ces déprédations ? Voici les vraies questions du temps présent ! Ces 15 000 savants signataires du Warning ne nous le disent pas. While the twentieth century’s conflicting visions and exploitation of the Middle East are well documented, the origins of the concept of the Middle East itself have been largely ignored. With Dislocating the Orient, Daniel Foliard tells the story of how the land was brought into being, exploring how maps, knowledge, and blind ignorance all participated in the construction of this imagined region. Foliard vividly illustrates how the British first defined the Middle East as a geopolitical and cartographic region in the nineteenth and early twentieth centuries through their imperial maps. Until then, the region had never been clearly distinguished from “the East” or “the Orient.” In the course of their colonial activities, however, the British began to conceive of the Middle East as a separate and distinct part of the world, with consequences that continue to be felt today. As they reimagined boundaries, the British produced, disputed, and finally dramatically transformed the geography of the area—both culturally and physically—over the course of their colonial era.
