How do calendars and clocks influence considerations of school effectiveness? From the creation of compulsory education to the future of virtual schooling, Weiss and Brown trace two centuries of school practices, policies and research linking the concept of time with ‘opportunity to learn’. School calendars and clocks are shaped by both the physical and social worlds, and the ‘clock of schooling’ is shown to be one of the ‘great clocks of society’ that helps to frame school effectiveness. School time does not operate in a vacuum, but within curriculum, teaching and learning situations. The phrase ‘chrono-curriculum’ was devised by the authors as a metaphor for exploring issues of school effectiveness within the time dimension. Jekatyerina Dunajeva explores how two dominant stereotypes—“bad Gypsies” and “good Roma”—took hold in formal and informal educational institutions in Russia and Hungary. She shows that over centuries “Gypsies” came to be associated with criminality, lack of education, and backwardness. The second notion, of proud, empowered, and educated “Roma,” is a more recent development. By identifying five historical phases—pre-modern, early-modern, early and “ripe” communism, and neomodern nation-building—the book captures crucial legacies that deepen social divisions and normalize the constructed group images. The analysis of the state-managed Roma identity project in the brief korenizatsija program for the integration of non-Russian nationalities into the Soviet civil service in the 1920s is particularly revealing, while the critique of contemporary endeavors is a valuable resource for policy makers and civic activists alike. The top-down view is complemented with the bottom-up attention to everyday Roma voices. The incidence of evening and night work declined sharply in the United States between the early 1970s and the early 1990s, while the fraction of work performed at the fringes of the traditional regular working day grew. The secular decline in evening and night work did not result from industrial shifts or demographic changes. It was greatest at the upper end of the wage distribution, slowest among workers in the lowest quartile of wages. The observed changes in timing are consistent with and magnify the increase in wage inequality in the U.S. that occurred during this period. They are easily explained by a model that views evening/night work as a disamenity, with rising real incomes causing workers to shift away from such work in the presence of only neutral technical change in the profitability of work at different times of day.
