Szent-Gyorgy, Science 1964) The first edition of this book, published in German as Tabak abhiingigkeit in 2001, was prompted by the fact that no single volume was available in Germany or elsewhere summarising the adverse repercussions of cigarette smoking on human health. As far as my own research was able to ascertain, the last comprehensive work dealing with this subject was writ ten in Germany by the Dresden internist, F. Lickint, whose Tabak und Organismus was published in 1939 by the Hip pokrates-Verlag. All subsequent monographs in this field have tended to focus on detailed aspects, and there has been no shortage of publications on subjects such as how smokers can quit smoking, healthy eating for smokers etc. Friends and colleagues abroad have urged me to prepare an English language version of Tabakabhiingigkeit. In gladly complying with this suggestion, I have intentionally prepared an up dated and slightly enlarged new edition, taking account of the rapidly proliferating literature on the subject up to the start of 2002. The harmful sequelae of smoking are played down by politicians in many industrialised countries, including Ger many.

Tobacco use by adolescents and young adults poses serious concerns. Nearly all adults who have ever smoked daily first tried a cigarette before 26 years of age. Current cigarette use among adults is highest among persons aged 21 to 25 years. The parts of the brain most responsible for cognitive and psychosocial maturity continue to develop and change through young adulthood, and adolescent brains are uniquely vulnerable to the effects of nicotine. At the request of the U.S. Food and Drug Administration, Public Health Implications of Raising the Minimum Age of Legal Access to Tobacco Products considers the likely public health impact of raising the minimum age for purchasing tobacco products. The report reviews the existing literature on tobacco use patterns, developmental biology and psychology, health effects of tobacco use, and the current landscape regarding youth access laws, including minimum age laws and their enforcement. Based on this literature, the report makes conclusions about the likely effect of raising the minimum age to 19, 21, and 25 years on tobacco use initiation. The report also quantifies the accompanying public health outcomes based on findings from two tobacco use simulation models. According to the report, raising the minimum age of legal access to tobacco products, particularly to ages 21 and 25, will lead to substantial reductions in tobacco use, improve the health of Americans across the lifespan, and save lives. Public Health Implications of Raising the Minimum Age of Legal Access to Tobacco Products will be a valuable reference for federal policy makers and state and local health departments and legislators.

The idea for this handbook arose from an awareness that whilst various WHO documents called for developing national capacity for tobacco control, there was not comprehensive guide to the development of such a capacity. This book is thus, essentially, a pragmatic "how to" manual. The Introduction presents the evolving definition of "national capacity", identifies the types of capacities needed for effective tobacco control and outlines the key features of building capacity. Section 1 provides a descriptive overview of the tobacco epidemic. Tobacco control leaders were extremely proud of the movement's achievements in the state of Minnesota. In sharing their perspectives and experiences with Mark Wolfson, they found a way of making sure that the story would get told. His training in social movements had given him an appreciation of the importance of understanding the social infrastructure on which movements are built, and Minnesota had built heavily on the infrastructure of health care and public health. What became apparent is that the struggle against the tobacco industry in Minnesota involved a close, collaborative relationship between government (or "state") actors and the leaders of the tobacco control movement. Wolfson develops both of these themes: building on the infrastructure of health, and state-movement interpenetration, to understand the emergence, growth, and outcomes of the tobacco control movement in Minnesota. He focuses on the advantages and constraints associated with these two related themes. This book comprehensively summarizes the adverse effects of tobacco smoking on human health. The current second edition has integrated a large set of new data that have been published in numerous scientifc studies and meta-analyses over the past few years. Unfortunately, the harmful sequelae of tobacco smoking are played down by the ind- try and politicians in many industrialized countries. However, about 800,000 people/year in the EU die from the immediate consequences of smoking. The particularly insidious feature of tobacco consumption is that smoking-attributable harmful effects on health do not generally become apparent until three or four decades after smoking initiation. Although some positive changes in the legislative handling of tobacco have appeared in the past fve years, we still need to form a pact, sealed by politicians, the medical prof- sionals, teachers and the media, to target the problem across nations. In this respect, a minority of countries, including the US and the UK, have given positive examples. There are four areas that need to be improved in future: (1) strict bans on tobacco adv- tisement on a global level, (2) better measures to protect against side-stream (passive) smoke exposure, (3) establishment of prevention programs, especially for children and (4) tre- ment of tobacco addiction.
