A população em situação de rua, por vezes invisível às políticas públicas, por vezes estigmatizada por seus pares e pelo Estado, tem sua dignidade desrespeitada diariamente através do esvaziamento de diversos direitos fundamentais. A situação de rua de milhares de brasileiros também fere os valores constitucionais e desrespeita os objetivos fundamentais da república de erradicar a pobreza e diminuir a desigualdade social. Embora a Política Nacional para a População em Situação de Rua tenha sido instituída em 2009, até hoje não há, no Brasil, uma pesquisa regular que espelhe as características desse estrato social, demonstrando suas principais necessidades. A ausência de dados oficiais sobre a população em situação de rua, justificada pela complexidade operacional de uma pesquisa de campo com pessoas sem endereço fixo, prejudica a implementação de políticas públicas voltadas para esse contingente e reproduz a invisibilidade social. Um levantamento consistente traçaria um panorama da população em situação de rua, possibilitando um trabalho mais efetivo do Estado. Destaca-se ainda a tríplice necessidade de dados, qual seja: os dados censitários que colocam esse estrato social na agenda política; os dados coletados durante o processo de políticas públicas (CadÚnico, consultório de rua, etc.), os quais retratam a cobertura de serviços públicos que alcançam essa população; e os dados produzidos pelas universidades, que aprofundam as informações sobre esse estrato social heterogêneo.
