The March 11 disaster in 2011, known as the Great East Japan Earthquake and Tsunami, caused extensive damage in various sectors. Through the recovery process, special lessons are being learned and applied in the affected region. This book attempts to draw lessons from different issues and sectors such as policy perspectives (both national and local), the role of international NGOs, fishing industries and other livelihoods, temporary housing, health, heritage, and lesson sharing. The book outlines the need and approach for sharing the lessons with wider communities in developing those lessons. Based on intensive field research, the book also provides some key lessons from community-based recovery in the affected regions of Iwate, Miyagi, and Fukushima prefectures. This book has 13 chapters in two parts. The first part of the book, with seven chapters, provides a set of lessons from diverse sectors. The second part, with six chapters, provides case studies from different areas of Tohoku. Six specific issues are addressed in part 1: the role of international agencies, livelihood (namely, fisheries) recovery, temporary housing, health, heritage, and lesson sharing. Part 2 has six case studies from different areas of the Tohoku region, including Fukushima. The primary target groups for this book are students and researchers in the fields of environment, disaster risk reduction, and recovery studies. The book provides them with a good idea of the current research trends in the field and furnishes basic knowledge about these vital topics. Another target group comprises practitioners and policy makers, who will be able to apply the knowledge collected here to policy and decision-making.

Disasters affect millions of people worldwide each year and are increasing in frequency and severity. In post-disaster environments people from every demographic lose communities, homes, and incomes. Throughout the recovery period, old relationships are renegotiated and new relationships are formed between residents and volunteers. I propose a recovery citizenship that emerges in post-disaster settings consisting of residents and volunteers. My research seeks to understand and explain how residents and volunteers utilize this recovery citizenship to rebuild housing, communities, and sources of income. Many of these post-disaster needs (housing, community, and income) are not met for individual residents by top down organizations such as government and large non-governmental organizations. Instead, through recovery citizenship, residents and volunteers are engaging horizontally in flexible relationships to meet individual recovery needs. In 2012 and 2013, I spent four months volunteering with the small non-profit organization, It's Not Just Mud (INJM), based in Ishinomaki, Japan. INJM engages directly with residents and partners with other non-profit organizations to develop and complete projects residents want for disaster recovery, stemming from the March 2011 triple disaster of earthquake, tsunami, and nuclear radiation in northeast (Tohoku) Japan. Through volunteering, I was able to observe the recovery citizenship in Tohoku. Residents and volunteers each contributed according to their capabilities and successful projects included restoring fishing industries, building playgrounds, and improving the quality of life in temporary housing centers. Top down organizations, such as governments and non-governmental organizations, focus their recovery efforts based on fixed pre-disaster established missions. Top down efforts sometimes inhibit the recovery of local incomes by importing goods from outside the disaster zone and lack of decisive action in rebuilding needed infrastructure, and inhibit residents' rebuilding social connections and housing through random housing assignments that may or may not be temporary. Large organizations have a stronger voice in traditional media outlets and actively discourage individual volunteers from going to disaster recovery areas. These individual volunteers are critical to the recovery citizenship. In disaster recovery the bottom up results of recovery citizenship can ultimately result in a return to a sense of normalcy for residents and economic prosperity for the region.

However, our understanding of these roles remains limited, simply because there have been few opportunities to examine and address the ecological impacts of large disturbance events. Despite the devastation caused by the magnitude 9.0 earthquake and 60-foot tsunami that struck Japan in 2011, some 96% of those living and working in the most disaster-stricken region of Tohoku made it through. Smaller earthquakes and tsunamis have killed far more people in nearby China and India. What accounts for the exceptionally high survival rate? And why is it that some towns and cities in the Tohoku region have built back more quickly than others? Black Wave illuminates two critical factors that had a direct influence on why survival rates varied so much across the Tohoku region following the 3/11 disasters and why the rebuilding process has also not moved in lockstep across the region. Individuals and communities with stronger networks and better governance, Daniel P. Aldrich shows, had higher survival rates and accelerated recoveries. Less-connected communities with fewer such ties faced harder recovery processes and lower survival rates. Beyond the individual and neighborhood levels of survival and recovery, the rebuilding process has varied greatly, as some towns and cities have sought to work independently on rebuilding plans, ignoring recommendations from the national government and moving quickly to institute their own visions, while others have followed the guidelines offered by Tokyo-based bureaucrats for economic development and rebuilding.
