Paradigma pembangunan kita umumnya masih memusatkan perhatiannya untuk mengalokasikan sumberdaya pembangunan yang ada kepada sektor-sektor atau wilayah-wilayah yang berpotensi besar dalam menyumbang pada pertumbuhan ekonomi, yang pada umumnya berlokasi di kawasan darat. Dimana paradigma yang terus berlangsung sampai saat ini oleh para pengambil kebijakan di tingkat pusat dan daerah lebih berorientasi ke darat daripada sektor laut. Sudah saatnya bangsa kita merubah cara pandang pembangunan dari pembangunan yang semata berbasis daratan (land based development) menjadi lebih berorientasi kepada pembangunan berbasis kelautan (ocean based development), mengingat negara kita adalah negara kepulauan yang sudah diakui dunia dan terakomodasi dalam UUD 1945 pasal 25a. Oleh sebab itu, orientasi pembangunan yang lebih memperhatikan wilayah daratan perlu diubah mengingat laut merupakan sumber penghidupan di masa depan. Paradigma pembangunan di sector kelautan yang menyimpan kekayaan alam yang luar biasa menjadi pekerjaan rumah bagi pemerintah untuk mengembalikan kejayaan bangsa ini sebagai negara maritim. Poros maritim merupakan sebuah gagasan strategis yang diwujudkan untuk menjamin konektivitas antar pulau, pengembangan industri perkapalan dan perikanan, perbaikan transportasi laut serta fokus pada keamanan maritim. Penegakkan kedaulatan wilayah laut NKRI, revitalisasi sektor-sektor ekonomi kelautan, penguatan dan pengembangan konektivitas maritim, rehabilitasi kerusakan lingkungan dan konservasi biodiversity, serta peningkatan kualitas dan kuantitas SDM kelautan, merupakan program-program utama dalam pemerintahan Presiden Jokowi guna mewujudkan Indonesia sebagai Poros Maritim Dunia. Guna mendorong dan meningkatkan konektivitas di seluruh wilayah di Indonesia melalui pembangunan infrastruktur pelabuhan-pelabuhan utama dalam program Tol Laut tentunya tidak melupakan “jalan”nya kapal di laut yang perlu juga dibangun dan diperhatikan melalui pelaksanaan survei dan pemetaan hidro-oseanografi, pembangunan alur-alur pelayaran sebagai jalur utama yang menghubungkan pelabuhan satu kepelabuhan lainnya sehingga keselamatan navigasi bagi kapal-kapal yang berlayar di perairan Indonesia dapat terjamin. Dengan terjaminnya keselamatan pelayaran maka tentu saja penyebaran ekonomi dan pemerataan pembangunan di seluruh pelosok Indonesia akan terlaksana dengan baik dan lancar.

Beberapa tahun terakhir, Pusat Hidrografi dan Oseanografi TNI Angkatan Laut (Pushidrosal) berikhtiar menjadi Lembaga Hidrografi Nasional dan Pusat Informasi Geospasial Kelautan Terbaik di Dunia. Secara strategis, dengan hidrografi, Pushidrosal bertekad menjadi ujung tombak visi Indonesia sebagai Poros Maritim Dunia. Tugas mulia ini hanya dapat diemban oleh pribadi-pribadi takwa dalam ampuan kepemimpinan yang berorientasi akhirat, yakni kepemimpinan robbani. Keikhlasan menerima takdir Allah Ta’ala serta ikhtiar meraih kemanfaatan yang istiqamah, beriring rasa bersyukur yang terus- menerus, dapat berimplikasi pada kepemimpinan yang kuat. Indonesia dapat tumbuh dan tegak berdiri sebagai bangsa yang kuat, makmur, dan bermartabat dengan religiusitas yang terjaga. Dengan berjamaah, tugas seberat apa pun, tidak lagi terasa berat. Alhamdulillah, kita sedang melakukan ‘syiar’ kebaikan.
