Over the last two decades the concept and practice of Local Economic Development (LED) has gained widespread acceptance around the world as a locally-based response to the challenges posed by globalization, devolution, local-level opportunities, and economic crises. Support for local economic development is now firmly on the agenda of many national governments and key international agencies. This volume examines the debates about Local Economic Development and examines some of the unfolding experiences of LED in the developing world. The focus is upon the region of southern Africa, and more especially upon post-apartheid South Africa. LED emerged in South Africa as one of the more significant post-apartheid development options being pursued by empowered localities with the overt encouragement of national government. Elsewhere in the developing world, much interest surrounds the experience of LED in post-apartheid South Africa, which is seen as a laboratory for experimentation, innovation, and learning. The seventeen chapters in this book examine the range of LED interventions that have been the basis for experimentation in the last decade, including both pro-market as well as pro-poor interventions. Key themes include debates about the most appropriate policy directions for LED, its contribution towards sustainable development, the role of social capital, cluster support, public procurement, eco-development, good governance and tourism-led LED. The rise of the experience economy has ushered in a growing role for food experience in tourism. This review of recent developments in the field of food and tourism experiences underlines the ways in which food experiences can be adapted to meet tourist needs, how culinary tourism can play a role in local development, create new tourism products, stimulate innovation and support marketing and branding. Food is a key part of all cultures, a major element of global intangible heritage and an increasingly important attraction for tourists. The linkages between food and tourism also provide platform for local economic development, which can be strengthened by the use of food experiences for branding and marketing destinations. This paper provides an understanding of the role of food tourism in local economic development and its potential for country branding. Desk research was adopted for data collection from past literature while analysis is based on review of referred articles, discussion and research papers from key academic hospitality and tourism management journals. The paper seeks to assist budding entrepreneurs to make informed decisions in the food tourism sector and the experience industry. The World Bank dropped its engagement in the tourism sector during the 1980s after twenty years of financing tourism projects which included infrastructure for resort sites, lines of credit for hotels, training, and investment in hotels and other tourism related projects. At the time, World Bank lending for tourism in Latin America and the Caribbean (LAC) was just US$350 million per year. After the tourism department closed in the late 70s, some projects supporting tourism continued, but total annual lending for tourism fell to US$150 million by the mid-80s. It had reached a low of US$50 million by the mid-90s. To the mid-90s the trend started reversing itself and by 2007 annual lending for tourism grew to US$175 million, and is expected to pass the $550 million dollar mark during FY09. The World Bank's renewed interest in tourism derives from its direct and indirect roles in reducing poverty and achieving the United Nations millennium development goals. Tourism is currently estimated to contribute around 10 percent of global gross domestic product (GDP) and to be the largest contributor to employment worldwide. Thus tourism can impact positively on local economic development (LED) and, in turn, can lead to poverty reduction in destination communities and countries.
