Water resource management in the United States is evolving in the face of continuing challenges to protect water quality, provide adequate quantities of water for competing uses, and protect habitat and other natural resources. In many jurisdictions and agencies this evolution is increasingly leading toward adoption of watershed management. This approach is characterized by planning and decision making on a watershed scale, integration of a variety of competing water resource priorities and goals, cooperation of multiple stakeholders and governmental agencies, and increased levels of public participation. This report identifies the most promising watershed planning and management approaches from around the world; evaluates how they operate, their benefits and limitations; and assesses the degree to which these approaches could be successfully adapted to the U.S. context. Drawing on this international experience, the report is intended to inform policy makers and practitioners and to promote the implementation of integrated watershed management approaches that are most likely to succeed. This report: Provides a decision-making framework of watershed management efforts at all scales in the United States. In recent years, water resource management in the United States has begun a shift away from top-down, government agency-directed decision processes toward a collaborative approach of negotiation and problem solving. Rather than focusing on specific pollution sources or specific areas within a watershed, this new process considers the watershed as a whole, seeking solutions to an interrelated set of social, economic, and environmental problems. Decision making involves face-to-face negotiations among a variety of stakeholders, including federal, state, and local agencies, landowners, environmentalists, industries, and researchers. Swimming Upstream analyzes the collaborative approach by providing a historical overview of watershed management in the United States and a normative and empirical conceptual framework for understanding and evaluating the process. Within watersheds, social, economical, political and physical subsystems interact. While making decisions, decision makers should be aware of such interactions as any new policy will not only affect one subsystem. To see if a specific management policy is proper, an integrated study is needed of complicated water management system in the basin, considering major physical, social, economical and political aspects of it. System Dynamics provides a unique framework for integrating the disparate physical and social systems important to water resource management and can be used to comprehend the interaction of different drivers of the problem. Here, this approach is used to find, for different scenarios, how various options of demand management and population control can be more effective when combined with transbasin water diversions, increasing water storage capacity and controlling of groundwater withdrawal in the river basin. A simulation model is built based on Causal Loop Diagrams of the watershed problem to comprehend the dynamic and interrelated characteristic of the system, and convey experiences, lessons learned, and perceptions gained through the model development process.

"This research project explores watershed governance approaches in British Columbia in order to assess the implications of the watershed scale for the governance of local water resources. Specifically the research objectives are to: characterize watershed governance approaches in selected communities as exemplified in (though not limited to) recent watershed management planning activities in British Columbia; analyze and compare selected examples in terms of governance changes, as well as barriers and enabling factors to watershed governance, and; explore the implications of the watershed scale for governance, including its relevance to water governance principles and a conceptual framework. The Cowichan, Kiskatinaw, and Nicola River watersheds were selected for this study, and data gathered through a document review and key informant interviews in each case study watershed. The data were subsequently analyzed using a content analysis approach, and findings presented and discussed in relation to the literature. Major barriers identified in the research include restricted local mandates (for water management) and/or a lack of mechanisms for local collaboration and input into decision-making, as well as funding constraints and access to watershed-specific information. Enabling factors identified included leadership from local governments, community and stakeholder groups, as well as cooperation from stakeholders and the provincial government through resourcing and partnerships. The watershed scale was found to have complicated inhibiting and enabling roles in governance approaches, which are discussed, as are its implications for commonly accepted water governance principles. Additional governance considerations for watershed-based approaches are proposed in relation to a conceptual framework."--Leaf vii.
