Since the passing of Brown versus Board of Education to the election of the first Black president of the United States, there has been much discussion on how far we have come as a nation on issues of race. Some continue to assert that Barack Obama’s election ushered in a new era—making the US a post-racial society. But this argument is either a political contrivance, borne of ignorance or a bold-faced lie. There is no recent data on school inequities, or inequity in society for that matter, that suggests we have arrived at Dr. King’s dream that his “four children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.” Children today are instead still judged by the color of their skin, and this inequitable practice is manifest in today’s schools for students of color in the form of: disproportionate student discipline referrals, achievement and opportunity gaps, pushout rates, overrepresentation in special education and underrepresentation in advanced coursework, among other indicators (Brooks, 2012). Though issues of race in the public education system may take an overt or covert form; racial injustice in public schools is still pervasive, complex and cumulative. For example, many students of color, year after year, do not have access to “good” teachers, experience low staff expectations, and are subject to “new and improved” forms of tracking (Brooks, Arnold & Brooks, in press). The authors in this book explore various ways that racism are manifest in the American school system. Through a plurality of perspectives, they deconstruct, challenge and reconstruct an educational leadership committed to equity and excellence for marginalized students and educators.

The Under-Representation of Black and Minority Ethnic Educators in Education evidences that discrimination at an individual, institutional and structural level is still experienced in the leadership of children’s learning. The analysis evaluates the extent to which under-representation is a result of chance, coincidence or design. Based on original research using a mixed-methods approach, and drawing on Critical Race Theory this book examines the under-representation of Black and minority ethnic (BAME) educators in education. It identifies over 40 separate codes emerging from interviews with BAME leaders in children’s learning. These codes include surveillance, isolation, awareness of their position, the need to be better, professional development, the complexity of racism and the difficulties of talking about racism. The book contributes to educational leadership in questioning the extent to which equitable outcomes can be delivered when the education service is itself a site and source of inequality and discrimination. It brings to front the suppressed narratives of under-representation of people of colour and offers insights based on comprehensive data collection. Activities aimed at addressing the need for recruiting women and minorities in school administration are presented in this resource manual, which is a collective work of the Study Group on Women and Minorities sponsored by the National LEADership Network. Each section describes an interactive, adaptable activity that is aimed at policymakers and administrative staffs. The first activity focuses on how to obtain, use, and disseminate information to create a state demographic profile. The second activity aims to share information about several current recruitment programs and to help Leadership in Educational Administration Development (LEAD) directors plan for expanding recruitment efforts. Providing entry-level support is the purpose of the third activity, which is designed to create awareness and encourage the development of entry-level programs for women and minorities. The fourth activity examines the promotion of advancement opportunities for women and minorities: identifying barriers to advancement and determining strategies to overcome them, and valuing diversity in leadership styles. Activity 5 helps administrators create an action plan. Forty-three figures can be made into transparencies, and a list of resources accompanies each section. Appendices contain an article on access to the roles of school leadership, resolutions adopted by the National School Boards Association (NSBA) and American Association of School Administrators (AASA), LEAD Center directors/trainers resources, and training activity notes.
