Adolescent literacy is an important topic from a national research, policy, and practice perspective, as public schools and school districts across the United States frequently find difficulties in preparing students to meet the literacy demands of postsecondary education and careers. This qualitative implementation study discovered how educators in three large and diverse high schools are implementing and supporting content area reading (CAR) strategy instruction in a large Florida public school district. This district implemented CAR with teachers trained in the 90-hour content area reading-professional development (CAR-PD) course as a way to increase student literacy rates. I selected three high schools within the district that are currently implementing CAR and serve large populations of students in need of literacy support.Administrators at each school recruited various combinations of English, science, and social studies teachers for CAR-PD training through an unofficial requirement or by finding coalitions of willing teachers. I found through interview data that student placement in CAR classes is mostly consistent across the three schools, and it focuses on serving students just below and above literacy proficiency on the state outcome measure. Survey and interview data from participants across the three schools indicated implementation of most CAR literacy strategies at least monthly, with many practices implemented weekly. Previous research has found that these literacy strategies benefit student performance. At each school, participants noted that they perceived CAR literacy strategy instruction as beneficial for students. Even teachers who had not completed CAR-PD training found ways to implement the strategies to increase student literacy. Participants noted that CAR instruction seemed more beneficial for students than pull-out reading courses. Significant challenges varied across the schools from teacher information overload to student placement processes. Participants reported mixed support from district and school administrators and literacy coaches. English teachers reported the most support. Participants noted a need for increased support for CAR instruction from the district school, and additional training of teachers for sustainability. This was particularly important for teachers of specific social studies and science courses. These findings suggest that school reforms such as CAR literacy strategy instruction may help students who are close to proficiency to get on track for literacy success. Researchers, policy makers, and practitioners in the adolescent literacy field may use these study results to inform policy to ensure that students are leaving high schools with the skills to be successful for postsecondary options and careers.
