This report examines the amount and extent of UK investment in research, development and demonstration (RD&D) in the fields of low and non-carbon fuels, in order to reduce carbon emissions and their impact on climate change. These fuels include cleaner fossil fuel power generation, renewable and carbon-neutral sources, nuclear power, carbon sequestration, cross-cutting technologies such as fuel cells and hydrogen. The Committee's findings include that the investment by public RD&D bodies (such as the Research Councils) lacks focus and is wholly insufficient in helping the UK meet its renewables targets, both in absolute terms and in comparison with the UK's competitors. The Government is failing to provide the necessary incentives to encourage private companies to further develop UK energy technologies. The report's recommendations include the creation of a new Renewable Energy Authority, with strong ministerial direction and the responsibility to drive forward the UK's energy targets. Its focus should be on offshore technologies and nuclear fission and fusion. The adoption of a radical taxation system is also proposed, which distinguishes between fossil fuel sources and carbon-free or carbon neutral sources at different stages of development.
