The aims of this discussion paper are to improve understanding of the issue of sustainable development in the context of the urban environment in Rio, to disseminate the results of the rapid diagnostic explored in the case study, to help researchers of urban environmental issues in Brazil consolidate their work, to improve the mechanisms for transferring the findings from research into urban environmental management, and to define better ways of disseminating research results. The volume discusses the vulnerability of Rio de Janeiro to environmental degradation and explores several historical antecedents. The papers which have been contributed to this volume have been grouped around seven main topics: conceptual issues, institutional issues, financial issues, operational experience and technological issues, and training, and the view from the nongovernmental organizations. The book provides a background to the physical characteristics of the city and examines the historical framework for the centralized urban development pattern, both in the country and in the State of Rio de Janeiro. It explores the conceptual framework within which to analyze the case of Rio and the institutional framework of environmental policy in Brazil and the financing of public expenditures on the environment.

While questioning which strategies can promote sustainable cities in a global context, the book also illustrates that while formulae generated out of American and European experience cannot be universally applied, some of the analytical approaches and experience of the other developed countries can offer insights for those working in different contexts. The CityForm consortium’s latest book, Dimensions of the Sustainable City, is the first book to report on an empirical multi-disciplinary study specifically designed to address urban sustainability.
