This book was conceived as a testament to the life and times of Mr. Francis Kojo Azuimah - the first Executive Secretary of the National Peace Council (NPC) of Ghana. The late Executive Secretary worked tirelessly not only to pre-empt and manage conflicts, but also drew attention of policy makers to the underlying causes of conflict. Consequently, in all the peace-building efforts that the NPC engaged in during his tenure, the fundamental issues of poverty, inequality and justice were driving concerns. The chapters in this book were written mainly by academics with several years and decades of research and practice in the fields of Peace Studies, Conflict Management and Development Studies. The authors draw attention to local, regional and national attempts at managing conflicts and peace-building and underline the essential roles of justice and stakeholder participation as ingredients to achieve sustainable peace. This is particularly necessary in poor countries/societies where development policies are often skewed in favour of the elite. Conflict in Northern Ghana appears to be increasing in amplitude and frequency and its effects are getting more devastating. It is the view of this book that The Government of Ghana and civil society organisations involved in aspects of conflict management have approached peace issues in the region with an inadequate understanding of the local issues that divide and unite the people, or using sufficient resources to pre-emt conflict. In 2003 The Mole V summit was held in Damongo to discuss strategic directions for comprehensive development and poverty reduction in Northern Ghana as a mechanism for supporting conflict management. It is the aim of this publication to contribute to the proposed plan by suggesting past and current conflict management resources and mechanisms which could be employed. The suggestions are informed by surveys, which are oulined in the book, of particular conflicts in the three northern Regions of Ghana between 2006 and 2008 - their histories, causes and efforts and their resolution.

Intense fighting in the Northern Region of Ghana in 1994 and 1995 led to the loss of 15,000 lives and the displacement of 200,000 people. A formal peace treaty, negotiated by the government, ended the fighting but did not address the underlying causes of the conflict, which was a complex mix of economic, political, and ethnic factors.An informal consortium of NGOs, initially involved in delivering humanitarian aid, set up a parallel peace process, seeking to build up trust through a series of peace-education workshops and the creation of a multi-ethnic Youth and Development Association. The success of the process was symbolized by the signing of the Kumasi Peace Accord in 1996.This report, commissioned by the Northern Ghana Inter-NGO Consortium, demonstrates how a network of NGOs, sharing skills and building up local capacities, can play an invaluable role in promoting a sustainable peace after conflict.
