This paper describes a new incentive-based pollution control program in China in which the environmental performance of firms is rated and reported to the public. Firms are rated from best to worst using five colors-green, blue, yellow, red, and black-and the ratings are disseminated to the public through the media. The impact has been substantial, suggesting that public disclosure provides a significant incentive for firms to improve their environmental performance. The paper focuses on the experience of the first two disclosure programs, in Zhenjiang, Jiangsu Province and Hohhot, Inner Mongolia. Successful implementation of these programs at two very different levels of economic and institutional development suggests that public disclosure should be feasible in most of China. The Zhenjiang and Hohhot experiences have also shown that performance disclosure can significantly reduce pollution, even in settings where environmental nongovernmental organizations are not very active and there is no formal channel for public participation in environmental regulation.

Villagers drink obviously tainted water and breathe visibly dirty air, afflicted by a variety of ailments—from arthritis to nosebleeds—that they ascribe to the effects of industrial pollution. In Resigned Activism, Anna Lora-Wainwright explores the daily grind of living with pollution in rural China and the varying forms of activism that develop in response. This revised edition offers expanded acknowledgment of the contributions of Lora-Wainwright’s collaborators in China. Lora-Wainwright finds that claims of health or environmental damage are politically sensitive, and that efforts to seek redress are frustrated by limited access to scientific evidence, growing socioeconomic inequalities, and complex local realities. Villagers, feeling powerless, often come to accept pollution as part of the environment; their activism is tempered by their resignation. Drawing on fieldwork done with teams of collaborators, Lora-Wainwright offers three case studies of “resigned activism” in rural China, examining the experiences of villagers who live with the effects of phosphorous mining and fertilizer production, lead and zinc mining, and electronic waste processing. The Pearl River Estuary (PRE) is the Western name for a very large estuary in southern China that is currently home to an industrial metropolis of staggering size, and one that is rapidly evolving. The Chinese name for the Pearl River is Zhujiang. Guangzhou lies at the head of the estuary, and Macau and Hong Kong are on the western and eastern sides, respectively, of the wide opening of the estuary to the South China Sea. The new cities of Zhuhai and Shenzhen lie immediately north of Macau and Hong Kong, respectively. The recent establishment of the Greater Bay Area (GBA), which covers the majority of the Pearl River Delta area, with a total population of over 70 million, will certainly put the PRE under strict environmental scrutiny. The PRE system itself will provide a model system for environmental scientists owing to its major anthropogenic perturbation and influences, as well as the highly dynamic nature of the estuary.
