Una cosa es ser pobre en una comunidad de productores con empleos para todos, y otra muy diferente es serlo en una sociedad de consumidores cuyos proyectos de vida se construyen en torno a la elección de lo que se consume y no alrededor del trabajo, la capacidad profesional o la disponibilidad de empleos. Si en otras épocas ser pobre significaba estar sin trabajo, hoy este calificativo se refiere, sobre todo, a los apuros de unos consumidores expulsados del mercado. Esta diferencia cambia la situación radicalmente y afecta tanto la experiencia misma de la pobreza como las oportunidades y perspectivas de resolver sus penurias. Bauman reconstruye en esta obra el cambio de la condición de la pobreza desde la revolución industrial y su «ética del trabajo» hasta la sociedad del consumo y su «estética», y muestra en la situación actual todas las consecuencias de esta evolución. Además, analiza hasta qué punto son adecuados o no los viejos métodos para detener la pobreza creciente y mitigar sus penurias. En una reflexión final, Bauman considera el futuro de los pobres y plantea la posibilidad de dar un nuevo significado a la ética del trabajo, más conforme a la condición actual de las sociedades desarrolladas.

In the 1970s and following on from the deposition of Salvador Allende, the Chilean dictatorship of Augusto Pinochet installed a radical political and economic system by force which lent heavy privilege to free market capitalism, reduced the power of the state to its minimum and actively suppressed civil society. Chicago economist Milton Friedman was heavily involved in developing this model, and it would be hard to think of a clearer case where ideology has shaped a country over such a long period. That ideology is still very much with us today and has come to be defined as neoliberalism. This book charts the process as it developed in the Chilean capital Santiago and involves a series of case studies and reflections on the city as a neoliberal construct. The variegated, technocratic and post-authoritarian aspects of the neoliberal turn in Chile serve as a cultural and political milieu.
