Tracking Europe is a bold interdisciplinary critique of claims regarding the free movement of goods, people, services, and capital throughout Europe. Ginette Verstraete interrogates European discourses on unlimited movement for everyone and a utopian unity-in-diversity in light of contemporary social practices, cultural theories, historical texts, media representations, and critical art projects. Arguing against the persistent myth of borderless travel, Verstraete shows the discourses on Europe to be caught in an irresolvable contradiction on a conceptual level and in deeply unsettling asymmetries on a performative level. She asks why the age-old notion of Europe as a borderless space of mobility goes hand-in-hand with the at times violent containment and displacement of people. In demystifying the old and new Europe across a multiplicity of texts, images, media, and cultural practices in various times and locations, Verstraete lays bare a territorial persistence in the European imaginary, one which has been differently tied up with the politics of inclusion and exclusion. Tracking Europe moves from policy papers, cultural tourism, and migration to philosophies of cosmopolitanism, nineteenth-century travel guides, electronic surveillance at the border, virtual pilgrimages to Spain, and artistic interventions in the Balkan region. It is a sustained attempt to situate current developments in Europe within a complex matrix of tourism, migration, and border control, as well as history, poststructuralist theory, and critical media and art projects.

In the recent decades, multi-destination travel in Europe has become increasingly popular among a wide share of overseas visitors. Today's travellers are looking to maximise the benefits of their experiences by combining share visits to two or more destinations which would be hard to achieve in a single destination trip. The flexible visa regimes, improved air connectivity and technological advances have made Europe a well-suited destination for multi-destination tourism. While each European destination has its own history, culture and natural features, it is the combination of countries that can provide visitors with the greatest set of experiences. In the light of the growing interest of overseas travellers in visiting multiple European destinations in one single trip, the European Travel Commission (ETC) is pleased to deliver a study that investigates multi-destination travel patterns of travellers from four key long-haul markets: China, India, Japan, and the United States. The report aims to deliver a nuanced understanding of long-haul tourists' movements in Europe to ETC members, the 33 National Tourism Organisations of Europe. The study identifies thirteen clusters of destinations that are typically part of the same itineraries and describes their seasonal profiles, attractiveness and associated themes. The research delves into multi-destination travellers' needs, preferences and behaviours and provides strategic recommendations to European destination on how to leverage the country-clusters identified for joint marketing and promotional actions. This paper assesses the macroeconomic impact and policy challenges related to Estonia’s prospective accession to the EU and its potential adoption of the euro. Our analysis of the trade, financial, and fiscal channels includes a model-based illustrative scenario using MULTIMOD. We conclude that the welfare enhancing effects for Estonia of further EU integration are likely to outweigh the drawbacks of more pronounced macroeconomic imbalances that could accompany this process. To smooth Estonia’s accession-related adjustment, its fiscal and structural policies should be geared toward mitigating domestic demand pressures, promoting saving, and ensuring efficient public investment.

The issue of international antitrust enforcement is high on the agenda for both developed and developing countries. Bilateral cooperation between antitrust agencies, in particular the European Commission and US agencies, is the focus of this new work. It first shows how bilateral cooperation was developed as a response to the limits of the unilateral and extraterritorial application of national competition laws, and how it has evolved from an instrument initially designed to avoid conflicts into a tool aimed at coordinating joint investigations of international competition cases. It then considers how bilateral cooperation could be used optimally, by analysing two forms of advanced cooperation: the exchange of confidential information, and positive comity, which is the only satisfactory answer competition law can provide to market access cases. It shows that the use of such instruments is limited by significant legal and political obstacles, even in the context of the exemplary EC US relationship. The book therefore argues that the efficient use of bilateral cooperation will be limited to a small number of well-established competition agencies. If international anticompetitive practices are to be efficiently addressed by an increasingly large and heterogeneous group of competition agencies, horizontal cooperation between antitrust agencies must be complemented by a multilateral and supranational solution going beyond proposals currently put forward. The book concludes that only the WTO and its dispute settlement system could provide the basis for such a system.
