Volume 2 of History of Construction Cultures contains papers presented at the 7ICCH – Seventh International Congress on Construction History, held at the Lisbon School of Architecture, Portugal, from 12 to 16 July, 2021. Il volume analizza le interpretazioni del passato, pone interrogativi sulle questioni attuali e confronta le scelte che sono state adottate a seguito dei terremoti, delineando un’evoluzione della cultura sismica nella storia delle costruzioni. Lo studio ha riguardato, in particolare, il caso di Camerino nelle Marche che in un limitato arco temporale ha subito due terremoti devastanti. A sette anni di distanza dall’ultimo, il centro di Camerino è ancora “zona rossa”, fra innumerevoli difficoltà e lentezze. Per questo centro storico e per il suo complesso sistema di edifici in aggregato, la metodologia di ricerca si è orientata alla comprensione delle logiche costruttive originarie, alla lettura degli articolati interventi di stratificazione/trasformazione operati nel tempo e all’interpretazione dei fenomeni che lo hanno recentemente interessato, individuando i provvedimenti che, risultando efficaci, possono essere replicati e quelli che devono essere implementati in quanto non consentono di raggiungere un adeguato miglioramento strutturale.

Il patrimonio di una città, di una regione, come di una intera nazione non è fatto solo di grandi monumenti, ma soprattutto dell'architettura dove si vive, si lavora, ci si incontra quotidianamente. Conoscere gli aspetti tecnici e costruttivi dell'edilizia del passato è la condizione prima per la sua conservazione. E’ comodo definirsi scrittori da parte di chi non ha arte né parte. I letterati, che non siano poeti, cioè scrittori stringati, si dividono in narratori e saggisti. E’ facile scrivere “C’era una volta….” e parlare di cazzate con nomi di fantasia. In questo modo il successo è assicurato e non hai rompiballe che si sentono diffamati e che ti querelano e che, spesso, sono gli stessi che ti condannano. Meno facile è essere saggisti e scrivere “C’è adesso….” e parlare di cose reali con nomi e cognomi. Impossibile poi è essere saggisti e scrivere delle malefatte dei magistrati e del Potere in generale, che per logica ti perseguitano per farti cessare di scrivere. Devastante è farlo senza essere di sinistra. Quando si parla di veri scrittori ci si ricordi di Dante Alighieri e della fine che fece il primo saggista mondiale. Le vittime, vere o presunte, di soprusi, parlano solo di loro, inascoltati, pretendendo aiuto. Io da vittima non racconto di me e delle mie traversie. Ascoltato e seguito, parlo degli altri, vittime o carnefici, che l’aiuto cercato non lo concederanno mai. “Chi non conosce la verità è uno sciocco, ma chi, conoscendola, la chiama bugia, è un delinquente”. Aforisma di Bertolt Brecht. Bene. Tante verità soggettive e tante omertà son tasselli che la mente corrompono. Io le cerco, le filtro e nei miei libri compongo il puzzle, svelando l’immagine che dimostra la verità oggettiva censurata da interessi economici ed ideologie vetuste e criminali. Rappresentare con verità storica, anche scomoda ai potenti di turno, la realtà contemporanea, rapportandola al passato e proiettandola al futuro. Per non reiterare vecchi errori. Perché la massa dimentica o non conosce. Denuncio i difetti e caldeggio i pregi italici. Perché non abbiamo orgoglio e dignità per migliorarci e perché non sappiamo apprezzare, tutelare e promuovere quello che abbiamo ereditato dai nostri avi. Insomma, siamo bravi a farci del male e qualcuno deve pur essere diverso!

Il volume è un compendio ideale che fornisce al progettista indicazioni su come calcolare strutture in muratura portante e soprattutto su come progettare avendo chiaro il funzionamento interno degli elementi murari sotto carico. Le costruzioni murarie non sono affatto semplici da comprendere poiché il loro comportamento dipende da molti fattori come il tipo di mattoni, la texture, le malte, la geometria dei pannelli murari e la loro disposizione spaziale. L'opera è aggiornata alle norme tecniche NTC2018 ed è corredata dalle indicazioni della circolare n. 7 del 2019. La base della progettazione, tuttavia, è costituita dalle indicazioni dell'Eurocodice 6, (UNI EN 1996) e da quelle dell'Eurocodice 8 (UNI EN 1998). La progettazione basata sugli Eurocodici è la scelta migliore sia per il presente che per il futuro. Gli Eurocodici utilizzati, equiparati nel 2013 alle norme tecniche e ad esse coesistenti, sono citati tenendo conto dei valori indicati negli annessi italiani, pubblicati in GU. La trattazione, sempre con un taglio pratico, alterna metodi classici e nuove impostazioni: le indicazioni, anche complesse, sono "tradotte" in un linguaggio più vicino alla cultura e alla mentalità del tecnico italiano. Il libro è corredato di una serie di fogli di calcolo, disponibili sul sito www.hoeplieditore.it, che consentono di allegare i risultati ottenuti alle relazioni di calcolo fatte con il computer, molto efficaci e senza dubbio necessarie, ma che spesso necessitano di essere integrate con verifiche locali di qualche elemento o di qualche sezione.
