To such as these it may only provide an object of criticism, for in the course of years spent in turning recruits into trained soldiers they will have formulated to themselves, and adopted, some system of training which they found productive of the best results under their own guidance. But there are many at present, and at a future time, should certain circumstances arise in the life of the nation, there may be very many more who may not have such stores of experience to draw on, and yet may be faced with the problem of rapidly converting an untrained or only partially trained body of men into a force capable of acting successfully in real war, both in attack and defence against trained and disciplined troops. In the training work at least 36 hours per week, exclusive of officers and non-commissioned officers schools, will be required. To be successful the interest of the men must be maintained. This can be done by giving variety to the work. Do not keep men too long at one thing; change to something else before they become bored. Long periods of place rest should not be permitted. Short periods of physical drill of various kinds should be interspersed, especially what is called recreationary games. At drills all officers should be present in so far as necessary to secure proper supervision. Superior officers should supervise the work of subordinates. Every mistake must be corrected and the men kept to their work. While this war has called into use new weapons and new methods it has not obviated the use and necessity of the old. Most of these new things can be quickly taught to soldiers otherwise trained. A few days are all that are required for most of them, and if training cannot be completed in the United States this part is the one to be left to be done abroad. The absolute essentials for all troops and what requires most time and care to impart and should be given before sailing are:1. Discipline.2. Physical efficiency, including marching.3. Combat efficiency, bayonet, rifle and musketry.4. Development of leadership in officers and non-commissioned officers.5. Development of cohesive action, maneuver, liaison, etc. (platoon to brigade).6. Training in specialties (open warfare).7. Tactics, open warfare (platoon to brigade). Muscular development. Strength tests. "Chin up" 8 times. Dip 6 times. (If installation is practicable from ground without apparatus.) 2. Agility or muscular efficiency. Running tests (service uniform without coat. No equipment): 50 yards in 7 seconds. 100 yards in 14 seconds. 220 yards in 35 seconds. 1/2 mile in 4 minutes. Running tests (complete field equipment, including ammunition). 100 yards in 20 seconds. Jumping tests (service uniform without coat. No equipment): Standing broad jump 7 feet. Running broad jump 12 feet. Running high jump 31/2 feet. Jumping course test: 50 ft. course of three 4 ft. ditches and three 21/2 ft. hurdles. Vault fence 41/2 feet high. Scaling (service uniform without coat. No equipment): Scale with readiness wall 7 feet high. Climbing (service uniform without equipment): Climb 20 foot rope in 30 seconds. If installation is practicable. Climb or scale 100 yards of hill slope near camp in number of minutes set by average of Company. Digging (in connection with intrenching): Excavate in medium earth with short handled shovel: 1 cubic yard in 1 hour.
