On sait à quel point la question des langues est aujourd'hui cruciale au Maghreb, où elle exprime à la fois l'enjeu présent du pluralisme, dans toutes ses dimensions, et celui de l'héritage colonial, toujours lancinant, dans un moment où les rapports à l'Europe revêtent une particulière acuité. On connaît moins les racines historiques de ces questions et des débats qu'ils suscitent, toujours traités à l'aune de situations contemporaines. Cet ouvrage collectif fait le point sur l'état le plus récent de ces problèmes et de ces débats, tout en analysant les processus historiques qui ont conduit à ce rapport si douloureux et conflictuel à la langue ; il met en évidence les multiples configurations linguistiques, aujourd'hui oubliées, voire occultées, qui ont produit l'actuel paysage linguistique maghrébin. Les auteurs restituent ainsi au Maghreb sa pleine diversité linguistique en interrogeant de manière critique sur les divers registres de langues qu'il a connus depuis l'Antiquité, mais aussi sur l'antériorité historique de certaines questions de fond telles que les politiques linguistiques, le multilinguisme ou la diglossie... Replacées dans le cadre d'une Méditerranée occidentale au sens large, croisant l'histoire et la linguistique dans une constante confrontation entre passé et présent, ces études pacifient ainsi le rapport des Maghrébins à leurs langues, sans pour autant occulter le caractère éminemment conflictuel des problématiques du métissage et de la souveraineté par la langue.

The New White Race traces the development of the press in Algeria between 1860 and 1914, examining the particular role of journalists in shaping the power dynamics of settler colonialism. Constrained in different ways by the limitations imposed on free expression in a colonial context, diverse groups of European settlers, Algerian Muslims, and Algerian Jews nevertheless turned to the press to articulate their hopes and fears for the future of the land they inhabited and to imagine forms of community which would continue to influence political debates until the Algerian War. The frontiers of these imagined communities did not necessarily correlate with those of the nation—either French or Algerian—but framed processes of identification that were at once local, national, and transnational. The New White Race explores these processes of cultural and political identification, highlighting the production practices, professional networks, and strategic-linguistic choices mobilized by journalists as they sought to influence the sentiments of their readers and the decisions of the French state. Announcing the creation of a “new white race” among the mixed European population of Algeria, settler journalists hoped to increase the autonomy of the settler colony without forgoing the protections afforded by their French rulers. Their ambivalent expressions of “French” belonging, however, reflected tensions among the colonizers; these tensions were ably exploited by those who sought to transform or contest French imperial rule.

This book addresses the meanings and implications of multilingualism and its uses in a context of rapid changes, in Europe and around the world. All types of organisations, including the political institutions of the European Union, universities and private-sector companies must rise to the many challenges posed by operating in a multilingual environment. This requires them, in particular, to make the best use of speakers’ very diverse linguistic repertoires. The contributions in this volume, which stem from the DYLAN research project financed by the European Commission as part of its Sixth Framework Programme, examine at close range how these repertoires develop, how they change and how actors adapt skilfully the use of their repertoires to different objectives and conditions. These different strategies are also examined in terms of their capacity to ensure efficient and fair communication in a multilingual Europe. Careful observation of actors’ multilingual practices reveals finely tuned communicational strategies drawing on a wide range of different languages, including national languages, minority languages and lingue franche. Understanding these practices, their meaning and their implications, helps to show in what way and under what conditions they are not merely a response to a problem, but an asset for political institutions, universities and business.

Applied Linguistics is a field of academic enquiry that deals with the theoretical and empirical investigation of real issues which focus on language.
