Governance in the global economy is a topic of enormous importance. Despite the triumph of free trade, many actors still try to protect important sectors of society from the potentially destructive effects of unfettered free markets, and rules remain indispensable in settling disputes among states over trade, investments, and copyrights. This book assesses the state of transatlantic relations in an era of emerging powers and growing interconnectedness, and discusses the limits and potential of transatlantic leadership in creating effective governance structures. The world of the 21st century displays different power configurations in different policy domains. This changing structure of power complicates the exercise of leadership. Shifts in global economic dominance are by nature tectonic and never precipitated by single events. The Great Recession of 2008–09, however, has presented the European Union, its common currency the euro, and the United States with new global challenges. The transatlantic partnership has dominated the world economy since the early 20th century and, based upon US and European values and interests, has designed and sustained all its principal global political and economic institutions. But countries outside the European Union and United States now account for about half of the world economy, and in the aftermath of the Great Recession their share is growing rapidly. Hence their increasing role and concomitant demands for greater influence over global economic governance pose a series of challenges and opportunities to the European Union and the United States, as illustrated by the eclipse of the G-8 by the G-20. The contributions in this volume by subject area experts from the Peterson Institute for International Economics and Bruegel ponder how or whether the rise of outside actors of potentially equal, or even greater, economic weight will invariably force a rethinking of not only how the European Union and the United States should conduct policy externally towards the new rising economic poles, but also of the substantive contents of the EU-US bilateral economic and political relationship.

Critics of globalization claim that economic integration drains political authority from states: devolving authority to newly empowered regions, delegating it to supranational organizations, and transferring it to multinational firms and nongovernmental organizations. Globalization is also attacked for forcing convergence of state institutions and policies and threatening the ability of societies to chart their own democratically determined courses. In Governance in a Global Economy, Miles Kahler and David Lake assemble the contributions of seventeen leading scholars who have systematically investigated how global economic integration produces changes of governance. These authors conclude that globalization has created a new and intricate fabric of governance, but one that fails to match the stark portrait of beleaguered states. In our complex and interconnected world, scholars of international relations seek to better understand challenges spurred by intensified global communication and interchange. This dissertation investigates how network-based solutions of knowledge creation and dissemination may enhance our capacity to produce better policies. This research suggests that in order to overcome policy problems transnationally, three critical aspects should be considered. First, as science and technology policy becomes increasingly critical to resolving global issues it should be regarded as an integral element of the foreign policy process. Second, as liberal IR theory argues, the increasing role of non-governmental organizations (NGOs) and transnational networks call for an alternative approach in unraveling patterns of cooperation in the twenty-first century. Third, scholars from various theoretical perspectives have emphasized the potential value of transatlantic governance in the global economy. This dissertation concentrates on the idea that knowledge network (KNET) participants constitute a "linchpin" in transatlantic relations. To test this empirically, this research uses hyperlink network analysis to investigate cooperative arrangements and virtual communication patterns between the European Union and the United States. This study reveals the knowledge-based structure of the transatlantic relationship as a core element of the international system, and a primary catalyst in the resolution of transnational policy problems. This research also demonstrates that there is a variety of actors actively involved in these transatlantic virtual networks. While state actors are not invisible, they are not predominant actors in these networks.

This volume collects papers that explore institutionalisation in contemporary transatlantic relations. Policymakers, lawyers, and political scientists reflect on contemporary understandings of the process as an integration of regimes and orders from an EU perspective. The papers assess whether contemporary transatlantic relations call for a different approach to global governance with a heightened emphasis on institutionalisation.
