Asmus recounts how and why American policy makers, against formidable odds at home and abroad, expanded NATO as part of a broader strategy to overcome Europe's Cold War divide and to modernize the Alliance for a new era. Asmus was one of the earliest advocates and intellectual architects of NATO enlargement to Central and Eastern Europe after the collapse of communism in the early 1990s and subsequently served as a top aide to Secretary of State Madeleine Albright and Deputy Secretary Strobe Talbott, responsible for European security issues. He was involved in the key negotiations that led to NATO's decision to extend invitations to Poland, Hungary, and the Czech Republic, the signing of the NATO-Russia Founding Act, and finally, the U.S. Senate's ratification of enlargement. China's rise to global power status in recent decades has been accompanied by deepening economic relationships with Africa, with the New Silk Road's extension to Sub-Saharan Africa as the latest step, leading to much academic debate about the influence of Chinese business in the continent. However, China's engagement with African states at the political and diplomatic level has received less attention in the literature. This book investigates the impact of Chinese policies on African politics, asking how China deals with political instability in Africa and in turn how Africans perceive China to be helping or hindering political stability. It sets out to understand whether knowledge and ideas originating in a specific setting can be transferred to another locality thousands of miles away from the point of origin, and have the chance to change the policies and the practices of the destination city. The book shows that foreign ideas can inspire ambitious reforms of the policies of a single city, but that there also exist multiple challenges to policy learning and to the rooting of new ideas in local practices. To explore these challenges, this book develops an analysis of the micro-dynamics of policy transfer, showing that there exist multiple hierarchies to which a Chinese city can be subjected, intermittently opening or closing “windows for policy learning”.
