Public administration plays an integral role at every stage of social policy creation and execution. Program operators' management decisions shape policymakers' perceptions of what can and should be accomplished through social programs, while public administrators wield considerable power to mobilize tangible and intangible resources and fill gaps in policy designs. Furthermore, the cumulative effects of public administrators' daily activities directly influence outcomes for program participants, and may shift policy itself. Location also matters to social policy, as those same administrators are expected to innovate continuously in response to shifting local and national conditions, including changes in budgetary allocations, client needs and capacities, and public attitudes. This Handbook will aim to capture what is being learned across six geographical regions: Africa, Asia, Australasia, Europe, Latin America, and the U.S. and Canada. Specifically, each regional section will contain 6-10 chapters canvassing a particular set of promising practices or emerging challenges at the regional or sub-regional level, in addition to a brief overview written by the section editor. The regional sections will be flanked by integrative chapters. As a whole, the volume contains 65 chapters.

This study highlights the interaction between social protection (SP) programs and labor markets in the Latin America region. It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, health, unemployment risks and anti-poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. The book argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. It advocates well-targeted, tax-funded, tapered subsidies to provide incentives to the savings efforts of low-income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and labor market programs, and safety net transfers.

This book offers readers a deeper understanding of the diffusion process of the Conditional Cash Transfer (CCT) programs in Latin America and the role played by experts and international organizations. CCTs have been increasingly implemented around the world in recent decades, and by 2010, 17 countries in Latin America had adopted them. The evidence suggests that this concentration is due to a process of policy diffusion. International organizations contribute to this process; however, the book’s main argument is that there was another, more important actor involved: a regional epistemic community that increased the availability of information about CCTs and reinforced their legitimacy, playing a role in the domestic processes of formulation and adoption. This book addresses the diffusion of the programs throughout the region; diffusion mechanisms that can help us understand the programs’ adoption (emulation, learning and coercion); and the impacts of key actors on the process (epistemic community, international organizations and policymakers).

Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.
