Lisa Ruhrort stellt die Prognose auf, dass eine zunehmend multimodale Bevölkerung vor allem in den Städten eine „multioptionale“ Verkehrspolitik fordern wird.

Technologische Entwicklungen sind die Voraussetzung für eine ganzheitliche Digitalisierung. Im Zeitalter des Digitalen Wandels sind Daten ein wertvoller Rohstoff für Informationen, neue Technologien, Prozesse und Ideen. Diese können die Produktivität positiv beeinflussen. Im Vergleich zu anderen Branchen stagniert die Produktivität in der Baubranche allerdings fast vollständig. Ursache hierfür ist unter anderem die geringe Digitalisierung etablierter Abläufe und geringe Neuschöpfung von Verfahren und Prozessen. Dabei bestehen vielfältige Potenziale der Digitalen Transformation in allen Phasen des Lebenszyklus der Verkehrsinfrastruktur. Ein Beispiel für solche Entwicklungen ist der Digital Twin – das virtuelle Abbild eines realen Objekts, das sich kontinuierlich über dessen Daten und Informationen aktualisiert und u. a. die Durchführung virtueller Experimente ermöglicht. In Anbetracht von großen Datenmengen (Big Data) gewinnen zunehmend Smart-Data-Anwendungen, Verfahren der künstlichen Intelligenz und des maschinellen Lernens an Bedeutung bei der Auswertung von Daten. Die Ergebnisse können über Technologien der Virtual und Augmented Reality visualisiert werden. Vor diesem Hintergrund ist das Hauptziel des erstmals stattfindenden Fachkongresses der verkehrsträgerübergreifende Wissens- und Erfahrungsaustausch. In etwa 50 Fachvorträgen werden in parallelen Sessions Technologien und Methoden der Digitalisierung und Digitalen Transformation diskutiert.

Urban Transformations is a theoretical and empirical account of the changing nature of urbanization in Germany. Where city planners and municipal administrations had emphasized free markets, the rule of law, and trade in 1871, by the 1930s they favoured a quite different integrative, corporate, and productivist vision. In order to achieve a transition from a transport system centred on the individual car to one centred on (electrified) rail a new focus in infrastructure planning is needed. The preparation of project proposals for the Federal Transport Infrastructure Plan 2030 on the sub-national level in Germany provides an opportunity to study decision-making processes in ministries and compare their respective results in this respect. Using document analysis, expert interviews, qualitative content analysis as well as QCA, this thesis in political science analyses how decision-making processes within bureaucracies impact the decision output in transport infrastructure planning. It contributes to the discussion on bureaucracy-politics interactions that is relevant beyond the German case. One result is that ministries tend to use complex decision-making processes for topics deemed salient as long as the available capacity permits it. Consequently, in order to conduct legitimacy-enhancing steps – such as public participation – a well-funded bureaucracy is indispensable.

Beyond Liberalism and Communism: Socialist Theory and the Chinese Case presents a new conceptual framework of socialism and applies it to the study of socialist development in China, shedding new light on modern China and signposting novel directions in socialist thought. Based on a Marxian-Polanyian approach, the book develops a new conceptual framework of socialism by taking the liberal and the communist challenges seriously. In doing so, Brie develops a liberal and a communist formula of socialism based upon two owners of socialist property (the individuals and the society), different forms of possession (public, common, associative, and individual) meditating the interests of the two opposite owners, and democracy as an expression of the will of the many and of all together in common. This formula is then applied to socialist development in China, analysing its booming centrally directed economy and the political ways to safeguard democracy as the rule of, for, and by the people under the Chinese Communist Party.
