In its transition from 18th century capital of the Ottoman Empire to economic powerhouse of the Turkish Republic, the city of Istanbul has been transformed beyond recognition. After the establishment of the Republic, Turkey increasingly turned to the West for ideas about how to create, shape and direct the development of a modern culture. This desire was felt most strongly in Istanbul, Turkey's most populous city. Its status as the capital of the Ottoman Empire, and later the economic hub of Turkey, made Istanbul a forum for the different regimes to display their political, ideological and social policies in the context of the built environment. Some modernisation policies never came to fruition - such as the unsuccessful late nineteenth century attempt by young Ottoman bureaucrats to initiate planning reforms at a time when the Empire was on the verge of collapse. The new Turkish Republic at first neglected the old Ottoman capital, and later attempted to make it conform to its secular political ideology. After World War II, Istanbul entered a new era in modernisation, with the Democratic Party government conducting a large scale re-design of Istanbul's urban form in order to show Turkey as a major political and economic force in post-war Europe and the Middle East. The scale of this modernisation process mirrored the spectacular transformation of Paris a century before: thousands of buildings were demolished, boulevards were carved out within the old city, and whole new residential neighbourhoods were created. In telling the story of this dramatic transformation, Murat Gül investigates and traces the impact of these changing policies on the very fabric of the city itself - in its streets, buildings and landscapes - and in the process provides new insights into the history of Turkey.

Turkey's economy increasingly benefits from privileged trade, low wage levels and the steady influx of foreign direct investment. Capital accumulation produced by this rapid economic development has increased the land prices and triggered the reallocation of industry and trade. The effects of this tremendous transformation process are manifested mostly in larger cities of the country. In the megacity of Istanbul, government and financial investors realize ambitious infrastructure and commercial projects while in the so called centers of urban transformation centrally-located neighborhoods are becoming increasingly threatened by dispossession. This has led to criticism about the role of central government in urban development and about the lack of citizen involvement in decision-making culminating in the Gezi Park demonstrations in June 2013. In this paper we claim that in the process of urban transformation finding a compromise between commercial and community interest affords the redefinition of citizen and property rights accompanied by the emergence of a politically strong and tightly organized civil society. After a quick survey over contemporary theories of urban transformation and civil society development, we will analyze and explain current processes by which citizens organize their claims about customary, economic and political rights related to participation in planning. By means of case studies and interviews with leaders of neighborhood associations we analyze the instruments and potential of these types of civil society organizations for the inclusion of traditional and customary forms of neighborhoods into the planning and decision making in the process of urban transformation. We find that new types of neighborhood organizations aim at defending their members against forced eviction. Moreover, they organize voice thereby linking residents and local politicians. Our paper highlights the importance of securing both, economic property rights and customary residential rights of citizens for successful and sustainable conflict resolution. Our paper ends with recommendations for the development and further formalization of urban resistance movements' organized efforts to participate in the process of urban transformation. Likewise we give recommendations for the better integration of these organizations in future processes of politics and planning.

Urban theory traditionally links modernity to the city, to the historical emergence of certain forms of subjectivity and the rise of important developments in culture, arts and architecture. In contrast, non-Western cities in the modern period are often considered through the lens of Westernization and development. How do we account for urban modernity in "other" cities? This book seeks to highlight cultural creativity by examining the diverse and shifting ways Istanbulites have defined themselves while they debate, imagine, build and consume their city. It focuses on a series of exhibitionary sites, from print press/photography, cinema/films, exhibitions of architectural heritage, theme parks and museums, and explores the links between these popular depictions through shared practices of representation. In doing so it argues that understanding how the future is imagined through images and interpretations of the past can broaden current theoretical thinking about Istanbul and other cities.
