There has been a growing demand for the public service to adopt governance practices to ensure effectivity and efficiency within institutions. Good governance is perceived as fundamental as it compels the institution to be more responsive to the needs of the public, ensure transparency, accountability and create a corruption free environment. The Botswana public service is hailed for being transparent, accountable and able to manage and control corruption. The international organisations such as the World Bank and the United Nations considers Botswana to have been positively progressive in terms of good governance practices. Furthermore, institutions which assess governance, namely: Mo Ibrahim African Governance Index and Transparency International Corruption Perception have rated the Botswana public service top in Africa in ensuring accountability and transparency and curbing corruption. However, there are a growing number of reports on bureaucratic corruption in the public service. The public is demanding a transparent and accountable government to address bureaucratic corruption. The study was prompted by reports of a lack of transparency and accountability in the public service which has led to an escalation in bureaucratic corruption. The study was designed to propose a classification model to enhance good governance in the Botswana public service. The study interrogated the three elements of good governance: transparency, accountability and corruption. The study adopted an exploratory qualitative research approach which utilises triangulation to reject and accept the literature and empirical findings. The primary data collection methodology included a questionnaire and review of relevant documents. The key findings revealed the lack of transparency and accountability including legislation for the declaration of assets, limited access to information and management not being held accountable. Furthermore, nepotism which is facilitated by recruiting and promoting public officials based on ties with family and friendship and the lack of efficient reporting mechanisms have accelerated bureaucratic corruption in the public service. The thesis advocated a consultative based good governance model to enhance the Botswana public service.

This inaugural Democracy Index for Botswana is intended to set a benchmark for democracy to be measured against. The tool, developed and honed by Idasa over many years, assesses the depth of democracy in a country through five focus areas: participation, elections, accountability, political rights, and human dignity. The research relies on expert analysis to answer a set of questions that interrogate how closely, in practice, democracy meets the broad ideal of self-representative government. More specifically, to what extent can citizens control elected officials and government appointees who make decisions about public affairs? And how equal are citizens to one another in this accountability process? The purpose of the scores is to assist citizens in making their own judgements, based on the information made available, to stimulate national debate and to provide democracy promoters with a tool for identifying issues and needs that can be addressed by education, advocacy, training, institution building and policy revision. This review describes accountability arrangements to combat corruption in the infrastructure sector. The sustainability of the livelihoods of the poor in low- and middle-income countries is compromised by corruption in the delivery of infrastructure services. Such services include water supply, sanitation, drainage, the provision of access roads and paving, transport, solid waste management, street lighting and community buildings. For this reason, The Water, Engineering Development Centre, (WEDC) at Loughborough University in the UK is conducting research into anti-corruption initiatives in this area of infrastructure services delivery. This series of reports has been produced as part of a project entitled Accountability Arrangements to Combat Corruption, which was initially funded by the Department for International Development (DFID) of the British Government. The purpose of the work is to improve governance through the use of accountability arrangements to combat corruption in the delivery of infrastructure services. These findings, reviews, country case studies, case surveys and practical tools provide evidence of how anti-corruption initiatives in infrastructure delivery can contribute to the improvement of the lives of the urban poor. The main objective of the research is the analysis of corruption in infrastructure delivery. This includes a review of accountability initiatives in infrastructure delivery and the nature of the impact of greater accountability.
