We decompose black-white achievement gap trends between 1971 and 2004 into trends in within- and between-school differences. We show that the previous finding that narrowing within-school inequality explains most of the decline in the black-white achievement gap between 1971 and 1988 is sensitive to methodology. Employing a more detailed partition of achievement differences, we estimate that 40 percent of the narrowing of the gap through the 1970s and 1980s is attributable to the narrowing of within-school differences between black and white students. Further, the consequences for achievement of attending a high minority school became increasingly deleterious between 1971 and 1999.

Addressing the disparity in test scores between black and white children remains one of the greatest social challenges of our time. Between the 1960s and 1980s, tremendous strides were made in closing the achievement gap, but that remarkable progress halted abruptly in the mid 1980s, and stagnated throughout the 1990s. How can we understand these shifting trends and their relation to escalating economic inequality? In Steady Gains and Stalled Progress, interdisciplinary experts present a groundbreaking analysis of the multifaceted reasons behind the test score gap—and the policies that hold the greatest promise for renewed progress in the future. Steady Gains and Stalled Progress shows that while income inequality does not directly lead to racial differences in test scores, it creates and exacerbates disparities in schools, families, and communities—which do affect test scores. Jens Ludwig and Jacob Vigdor demonstrate that the period of greatest progress in closing the gap coincided with the historic push for school desegregation in the 1960s and 1970s. Stagnation came after efforts to integrate schools slowed down. Today, the test score gap is nearly 50 percent larger in states with the highest levels of school segregation. Katherine Magnuson, Dan Rosenbaum, and Jane Waldfogel show how parents' level of education affects children's academic performance: as educational attainment for black parents increased in the 1970s and 1980s, the gap in children's test scores narrowed. Sean Corcoran and William Evans present evidence that teachers of black students have less experience and are less satisfied in their careers than teachers of white students. David Grissmer and Elizabeth Eiseman find that the effects of economic deprivation on cognitive and emotional development in early childhood lead to a racial divide in school readiness on the very first day of kindergarten. Looking ahead, Helen Ladd stresses that the task of narrowing the divide is not one that can or should be left to schools alone. Progress will resume only when policymakers address the larger social and economic forces behind the problem. The authors' goals in this study are to use both the National Assessment of Educational Progress (NAEP) and state accountability test score data to (1) provide a detailed description of the magnitude and trends of state-level academic achievement gaps among cohorts of students entering school in the 1990s and 2000s; (2) investigate the extent to which patterns and trends in gaps vary among states; and (3) provide preliminary evidence regarding the impact of NCLB (No Child Left Behind) on achievement gaps. The authors use Main NAEP test score data from 4th- and 8th-graders in 1990-2009. They also use state-level categorical proficiency count data for students in grades 3-8 in 2001-2010, collected with the help of state department of education officials, as well as the Office of Planning, Evaluation, and Policy Development at the U.S. Department of Education. The authors are primarily interested in white-black and white-Hispanic gaps, though they also report female-male achievement gaps. The authors' findings to date indicate, first, that black-white and Hispanic-white achievement gaps have narrowed in the last decade or more. Male-female gaps appear largely unchanged over the same time period. Second, there is considerable variation across states in both the magnitude and trends in achievement gaps. Third, the patterns evident so far do not suggest a strong effect of NCLB on achievement gaps, though these analyses are not yet complete. (Contains 2 tables and 3 figures.).

The interplay between sociopolitical forces and economic agendas becomes apparent when one examines the June 28, 2007 United States Supreme Court Decision, Parents Involved In Community Schools v. Seattle School District . In a reversal of the 1954 Brown Decision, the United States Supreme Court ruled that public schools could not use race as a factor when assigning children to public schools. Given demographic shifts, globalization, economic instability, and ideological shifts, the reversal was expected. However, it is essential that policymakers, educators, and other stakeholders consider the impact of attending segregated schools on the achievement gap that continues to exist between minority groups and European Americans attending resegregated neighborhood schools. One out of every six public school students in the U.S. is African American. The achievement of African American students as a group will have a significant impact on the nation's economic strength and social well-being. This brief looks at the performance of African American students on state reading and mathematics tests and considers the policy implications of these achievement trends. Part 1 of this brief summarizes key results for African Americans on the state tests used for accountability under the No Child Left Behind Act (NCLB). Included in the review are trends since 2002 in the percentages of African American students reaching various achievement levels on state tests; trends since 2002 in the black-white achievement gap; and 2008 state test results for African American students and other racial/ethnic groups. The information in part 1 is drawn from an immense set of test data from all 50 states that was gathered by the Center on Education Policy (CEP) with technical support from the Human Resources Research Organization (HumRRO) and was verified by state officials. For the past three years, CEP has used these data to do an ongoing study of state test score trends. Part 2 of this brief considers policies that could be undertaken at the local, state, and federal level to raise achievement for African American students. The authors arrived at these policy implications after reviewing studies by other researchers about possible factors underlying the black-white achievement gap and possible strategies to address this gap.
