Dam safety is central to public protection and economic security. However, the world has an aging portfolio of large dams, with growing downstream populations and rapid urbanization placing dual pressures on these important infrastructures to provide increased services and to do it more safely. To meet the challenge, countries need legal and institutional frameworks that are fit for purpose and can ensure the safety of dams. Such frameworks enable dams to provide water supplies to meet domestic and industrial demands, support power generation, improve food security, and bolster resilience to floods and droughts, helping to build safer communities. Laying the Foundations: A Global Analysis of Regulatory Frameworks for the Safety of Dams and Downstream Communities is a systematic review of dam regimes from a diverse set of 51 countries with varying economic, political, and cultural circumstances. These case studies inform a continuum of legal, institutional, technical, and financial options for sustainable dam safety assurance. The findings from the comparative analysis will inform decisionmakers about the merits of different options for dam safety and help them systematically develop the most effective approaches for the country context. By identifying the essential elements of good practices guided by portfolio characteristics, this tool can help identify gaps in existing legal, institutional, technical, and financial frameworks to enhance the regulatory regime for ensuring the safety of dams and downstream communities.

About the Author Kaulir Kisor Chatterjee studied Applied Geology at the Indian School of Mines, Dhanbad for his post-graduate and PhD degrees. He served in the Indian Bureau of Mines for over three decades and retired in early 2004, as Chief Mineral Economist. Post-retirement, he has occupied himself mostly with writing, teaching and lecturing in various institutions of repute in India on the subject of mineral economics. Besides 50 technical papers, he has authored eight books. He has worked in various Government committees and expert groups and was involved in organization of national mineral inventory; UN Framework Classification system of mineral resources; rationalisation of the mineral taxation, royalty and mineral legislation framework in India. He has been examiner and member of selection boards of UPSC, India and is also a recognised guide of the Nagpur University for doctoral research. His resume has been included in the Marquis Who Is Who of the World and in the 2000 Outstanding Intellectuals of the 21st Century, Cambridge.

Management of water resources in large rivers basins typically differs in important ways from management in smaller basins. While in smaller basins the focus of water resources management may be on project implementation, irrigation and drainage management, water use efficiency and flood operations; in larger basins, because of the greater complexity and competing interests, there is often a greater need for long-term strategic river basin planning across sectors and jurisdictions, and considering social, environmental, and economic outcomes. This puts a focus on sustainable development, including consumptive water use and non-consumptive water uses, such as inland navigation and hydropower. It also requires the consideration of hard or technical issues—data, modeling, infrastructure—as well as soft issues of governance, including legal frameworks, policies, institutions, and political economy.
