In 2010, FCC published the National Broadband Plan, which noted that some demographic groups lagged behind others in adopting broadband and called on FCC and NTIA to take action to address these barriers. He asserts that current telecommunications law and policy have not provided sufficient levels of new entry, competition, and innovation in the local telecom market.
