The first half of 1991 was a demanding time for the armed forces of the United States. In January, while elements of the U.S. Army, Air Force, Navy, and Marines were still deploying to the Persian Gulf, where they would join other coalition forces in the liberation of Kuwait, a Marine special purpose force conducted Operation Eastern Exit, a daring rescue of American citizens and foreign nationals trapped in the American Embassy at Mogadishu, Somalia. Two weeks later Operation Desert Storm began and coalition aircraft flew against Iraqi targets in the Kuwaiti and Iraqi theaters of operation. In February, coalition ground forces slashed through the vaunted Saddam Line to liberate Kuwait, while their comrades afloat conducted one of the most successful strategic deceptions in military history. Soon thereafter, American and other coalition forces were involved in concurrent humanitarian operations, Provide Comfort in northern Iraq and Seal Angel in Bangladesh. In June, Mount Pinatubo in the Philippines erupted, causing massive damage. In response, American forces participated in Operation Fiery Vigil, the evacuation of Clark Air Force and Subic Bay Naval Bases, and Cubi Point Naval Air Station. With so much happening in so short a period, some of these operations did not receive the same amount of attention they would have, had they transpired during less tumultuous times. This monograph provides a detailed look at Joint Task Force Sea Angel, the first join task force to be formed around a nucleus drawn from a Marine Air-Ground Task Force, and the Marine-led humanitarian relief effort in Bangladesh.

This story of Operation Restore Hope relates how many issues unique to operations other than war were addressed and resolved by the commanding general of the Unified Task Force Somalia (UNITAF) and his staff. Because it is written specifically from the perspective of the command element and drawn from interviews, notes, and after action reports made at the time or shortly thereafter, this is a study of command, limited to that discrete portion of American involvement in Somalia that was the United States-led coalition under the command of Marine Lieutenant General Robert B. Johnston. It does not follow the actions of the individual components or members of the units that made up the coalition force beyond how they may have affected the work and mission of UNITAF. Modern military operations other than war are, in many ways, similar to pacification operations conducted in Latin America and the Far East a century ago. In fact, the lessons learned sections of many modern after action reports are familiar to anyone who has read the Marine Corps' 1940 Small Wars Manual, a treatise of the Corps' experience in the Banana Wars, which was written before World War II. Sections of that manual emphasized that civic actions often affected mission accomplishment more than military actions, and stressed that Marines must both become attuned to local culture and remain aloof from domestic political squabbles to be successful. The last decade of the 20th century brought great changes to the world, many of which affected the United States military. If the years 1980 to 1989 were a time of reformulating military doctrine and integrating new technologies, the years from 1990 to 1 999 were a time for testing those thoughts and instruments. This edited volume explores stability, security, transition and reconstruction operations (SSTR), highlighting the challenges and opportunities they create for the US Navy. The book argues that SSTR operations are challenging because they create new missions and basing modes, and signal a return to traditional naval methods of operation. Mission accomplishment requires collaboration with a wide range of actors representing governmental, non-governmental and commercial organizations, which often creates politically and bureaucratically charged issues for those involved. However, although from a traditional warfighting perspective, stability operations might be viewed as having little to do with preparing for high-intensity conventional combat, these kinds of operations in fact correspond to traditional missions related to diplomacy, engagement, maritime domain awareness, piracy and smuggling, and intervention to quell civil disturbances. SSTR operations can be therefore depicted as a return to traditional naval operations, albeit operations that might not be universally welcomed in all quarters.

This monograph tells the story of thousands of U.S. Marines who supported Operations Sharp Edge, Assured Response, Quick Response, Noble Obelisk, and Joint Task Force Liberia, the noncombatant evacuation operations in 1990, 1991, 1996, and 2003 from Liberia, in 1996 from the Central African Republic, and in 1997 from Sierra Leone. The traditional concepts of employing Marines predicated their involvement in West Africa on protecting American lives and property that might be in danger. Before its actions in West Africa, the Marine Corps was frequently called on for noncombatant evacuation operations. Classic examples of which include recent evacuation operations in Cyprus in 1974, South Vietnam in 1975, Cambodia in 1975, and Lebanon in 1982 and 1984. Marine involvement in the Liberian evacuations during the country's 14 years of civil war went beyond the permanent presence of the Marine Security Guard detachment at the U.S. Embassy in Monrovia, requiring a total of six Marine Air-Ground Task Forces and one Fleet Antiterrorism Security Team platoon to deploy in Liberia. Supporting elements were present in Sierra Leone, Senegal, and Spain. As a testament to operational flexibility, the Marines in Liberia reached as far as the Central African Republic, when a Marine Air-Ground Task Forces successfully launched an additional noncombatant evacuation operation from the Liberia area of operations to support the evacuation of U.S. citizens from Bangui. The civil war in Liberia from 1989 to 2003 caused much bloodshed, death, suffering, and destruction. How did a scrawny black kid—the son of a barber and a domestic who grew up in Harlem and Trenton—become the 106th mayor of New York City? It’s a remarkable journey. David Norman Dinkins was born in 1927, joined the Marine Corps in the waning days of World War II, went to Howard University on the G.I. Bill, graduated cum laude with a degree in mathematics in 1950, and married Joyce Burrows, whose father, Daniel Burrows, had been a state assemblyman well-versed in the workings of New York’s political machine. It was his father-in-law who suggested the young mathematician might make an even better politician once he also got his law degree. The political career of David Dinkins is set against the backdrop of the rising influence of a broader demographic in New York politics, including far greater segments of the city’s “gorgeous mosaic.” After a brief stint as a New York assemblyman, Dinkins was nominated as a deputy mayor by Abe Beame in 1973, but ultimately declined because he had not filed his income tax returns on time. Down but not out, he pursued his dedication to public service, first by serving as city clerk. In 1986, Dinkins was elected Manhattan borough president, and in 1989, he defeated Ed Koch and Rudy Giuliani to become mayor of New York City, the largest American city to elect an African American mayor. As the newly-elected mayor of a city in which crime had risen precipitously in the years prior to his taking office, Dinkins vowed to attack the problems and not the victims. Despite facing a budget deficit, he hired thousands of police officers, more than any other mayoral administration in the twentieth century, and launched the “Safe Streets, Safe City” program, which fundamentally changed how police fought crime. For the first time in decades, crime rates began to fall—a trend that continues to this day. Among his other major successes, Mayor Dinkins brokered a deal that kept the US Open Tennis Championships in New York—bringing hundreds of millions of dollars to the city annually—and launched the revitalization of Times Square after decades of decay, all the while deflecting criticism and some outright racism with a seemingly unflappable demeanor. Criticized by some for his handling of the Crown Heights riots in 1991, Dinkins describes in these pages a very different version of events. A Mayor’s Life is a revealing look at a devoted public servant and a New Yorker in love with his city, who led that city during tumultuous times.
