"Following the critical meeting of the Palestine National Council (PNC) last November, key public declarations by PLO Chairman Yasir Aʻrafat the next month, and the U.S. decision to initiate a dialogue with the PLO, mainstream PLO leaders apparently have concluded that they have gained a political advantage over Israel. Their statements indicate that they will continue attempts to strengthen their standing in major international capitals--especially Washington--in the belief that growing diplomatic pressure from the international community, coupled with the growing strain on Israel resulting from the Palestinian uprising, will ultimately compel the Israeli Government to accept peace negotiations on PLO's terms. The success of this effort, however, will depend at least in part on mainstream leaders' ability to reconcile the paradoxical elements of their delicate political strategy. On the one hand, they are faced with a need to persuade international--and to some degree Israeli--opinion of their desire for a peaceful, negotiated resolution of the conflict. On the other hand, they need to maintain a posture that is sufficiently militant and threatening to keep up pressure on Washington and Tel Aviv and, at least as important, to sustain the enthusiasm of Palestinians in the occupied territories for the uprising and satisfy hardliners within the PLO. In particular, two organizations nominally under the PLO umbrella--the Democratic Front for the Liberation of Palestine (DFLP) and the Popular Front for the Liberation of Palestine (PFLP)--have indicated clear opposition to Aʻrafat's declarations of flexibility and moderation and may play a spoiler's role. Their opposition, which has become increasingly vocal, calls into question Aʻrafat's ability to deliver the entire PLO in the event of successful negotiations. For the moment, mainstream leaders appear intent on pursuing the dialogue with Washington in the hope of keeping Tel Aviv on the defensive and moving the United States toward support for an international conference on the Middle East. Their statements, however, suggest that they are not at present prepared to make further substantive concessions on the conditions for initiating serious peace negotiations. In particular, although Aʻrafat has hinted recently that he might be willing to use his influence to reduce tension in southern Lebanon following Israeli-Palestinian clashes there, mainstream leaders will almost certainly reject out of hand any U.S. request that they restrain the Palestinian uprising in the occupied territories."--Leaf i.
