Following Syria’s withdrawal from Lebanon in 2005 and war between Israel and Hezbollah in 2006, U.S. agencies increased their allocations of security assistance for Lebanon from $3 million in 2005 to about $28 million in 2006. This included training and equipment funded and implemented by the Depts. of State or Defense (DOD) for the Lebanese Armed Forces and Internal Security Forces of Lebanon. However, questions remain regarding the effectiveness of security assistance as a tool of U.S. policy in Lebanon, including concerns about the influence of foreign actors, primarily Syria and Iran, and extremist militant groups operating in Lebanon. This report reviewed U.S. security assistance to Lebanon. Covering FY 2007 through 2012, it assessed the extent to which the U.S. government (1) adjusted its strategic goals and security assistance programs in Lebanon; (2) funded assistance programs for Lebanese security forces; and (3) evaluated the effectiveness of security assistance programs in Lebanon. The United States has provided security assistance to Lebanon in various forms since the 1980s, and the program has expanded considerably in recent years. Since fiscal year 2007, the United States has provided more than $700 million in security assistance to the Lebanese Armed Forces (LAF) and Internal Security Forces (ISF) to equip those forces to combat terrorism and secure Lebanonâ€TMs borders against weapons smuggling to Hezbollah and other armed groups. U.S. security assistance is part of a broader assistance program designed to foster a stable, independent Lebanese government. Primary components of the assistance program include: • More than $490 million in Foreign Military Financing (FMF) designed to support the LAFâ€TMs implementation of United Nations Security Council resolutions. • More than $6 million in International Military and Education Training (IMET) training to reduce sectarianism in the LAF and develop the force as a unifying national institution. • More than $117 million in Section 1206 funds to move rapidly vehicle spare parts, ammunition, and other basic supplies to the LAF. • More than $100 million in support for the ISF for training, equipment and vehicles, community policing assistance, and communications. In 2005, after the Cedar Revolution in Lebanon prompted Syria to withdraw its occupation force and brought an anti-Syrian, pro-Western government to power, the United States increased its assistance to Lebanon. After the 2006 war between Israel and Hezbollah, the United States refocused its policy toward building state security forces to enable them to assert control over the entire territory of the country and implement U.N. Security Council resolutions. To that end, the Bush Administration requested and Congress appropriated an expanded program of security assistance. The Obama Administration has maintained this commitment, requesting for FY2011 more than $132 million for the LAF and ISF. For Congress, there are broader political questions about the purpose and potential limits of U.S. assistance to Lebanon. Some lawmakers are concerned that U.S.-provided equipment will be channeled to Hezbollah, while others suggest that it could be used by the LAF against Israel. At the same time, U.S. leaders and some Members of Congress have questioned whether U.S. policy fully considers the political position of the Lebanese and their elected leaders on issues of national defense. On August 3, 2010, the LAF opened fire on an Israeli Defense Force (IDF) unit engaged in routine maintenance along the Blue Line, alleging that it had crossed into Lebanese territory. Two Lebanese soldiers, a journalist, and an Israeli officer were killed. Soon after the incident, the United Nations Interim Force in Lebanon (UNIFIL) issued a report confirming that the IDF had not been in Lebanese territory. In response, Congresswoman Nita Lowey, chair of the State Foreign Operations Subcommittee of the House Committee on Appropriations placed a hold on the FY2010 $100 million FMF appropriation for Lebanon citing the need to “determine whether equipment that the United States provided to the Lebanese Armed Forces was used against our ally, Israel.â€ŗ It is unclear how current concerns will impact Congressional consideration of the Administrationâ€TMs FY2011 request for Lebanon. How does U.S. security assistance affect host nation democratization? This thesis analyzes Department of State and Department of Defense assistance over time to Lebanon and Pakistan to evaluate its effects on the host nation's political rights and civil liberties, measured by Freedom House ratings. In both cases, changes in Freedom House ratings did not correlate consistently with changes in U.S. security assistance. The influence of U.S. security assistance on host nation governance is frequently over-stated. U.S. security assistance has minimal effect on democratization compared to local and regional actors, because it is designed and resourced primarily to accomplish security objectives, not to drive enduring institutional reform. If the United States wanted security assistance to decisively support democratization, then it would need to design and resource security assistance and security cooperation programs differently. Redesigning U.S. security assistance to supersede the influence of other factors on democratization would require increasing funding toward defense institution building, making security assistance conditional on political rights and civil liberties performance, and consistently integrating security assistance within a whole-of-government strategy toward the host nation for a generation or more. Since spreading democracy was a frequently stated characteristic of U.S. foreign policy since the end of the Cold War, it is expected that SA efforts support policy objectives to the maximum extent possible. Funding allocated by U.S. Congress is what enables the executive branch to conduct SA in accordance with applicable laws. If SA supports democratization, then the United States should fund SA liberally if it wants to promote democracy

Since 2013, State and DOD have obligated nearly $1.5 billion in assistance to support Lebanese security forces. U.S. support for Lebanon is complicated due to the prominent role in the country of Hizballah, an Iranian-backed terrorist organization, which retains considerable influence as a major political party and a militia. The U.S. support includes equipment and training to build the capacity of Lebanese security forces. The equipment provided is subject to end-use monitoring requirements, which seek to ensure items are properly accounted for in Lebanon’s inventory. For fiscal years 2013 through 2018, this report (1) examines to what extent State and DOD assessed progress toward achieving strategic objectives related to security; (2) describes safeguards to limit the risk of U.S. assistance benefitting terrorist organizations; and (3) evaluates State and DOD end-use monitoring checks of equipment provided to Lebanese security forces. GAO is making three recommendations: 1) State should establish, as appropriate, and consolidate targets for its security-related performance indicators; 2) State should collect complete performance data for security- related indicators; and 3) DOD should revise its approach for determining when end-use monitoring inspections are to be completed to consider the date of last inspection.
