In 2006 most of the people of Uganda, with the notable exception of those in the conflict-blighted Northern Region, enjoy a better quality of life and brighter opportunities in a stable and growing economy. Uganda's economy has bounced back beyond what could be regarded as recovery, with real incomes per person now exceeding the levels reached at Independence in 1962. The report structure is as follows: volume one synthesizes the conclusions from analysis in Volume two. In Chapter 1 of Volume two, emphasis is placed on understanding what drove past growth at macro and sector levels, and in particular, on how Uganda's firms and farms have evolved. Chapter 2 continues the retrospective of past growth in agriculture, the most important sector of the economy. The report provides a comprehensive review of growth trends in agriculture, using several data sources. The chapter provides fresh insights on recent trends in poverty and inequality. Chapter 3 presents growth diagnosis and it identifies short-term actions to remove emerging constraints to present and near-term future growth. Chapter 4 models alternative future growth paths and the impact o f alternative public investments on growth using a SAM-based CGE model. The analysis reveals there is little to be gained from 'robbing Peter to pay Paul' for example fixing infrastructure by reducing education financing. Chapters 6 and 7 return to the short-term priorities to remove binding constraints to growth, and put meat on the actions identified in Chapter 3 as being required in the financial sector (Chapter 6) and in infrastructure (Chapter 7). Finally, Chapter 8 ends by assessing the scope for an externally financed scale up of infrastructure.

In 1997, Uganda undertook extensive reforms in tax legislation. This had been preceded by the structural reforms in tax administration that saw the creation of the Uganda Revenue Authority in 1991. The aim of the far reaching reforms was to improve the tax system and increase its revenue productivity. This book demonstrates that the reforms were not as successful as anticipated and revenues have not improved in a sustained way. The revenue from direct taxes only contributes about 20% to the total revenue, well below the Sub-Saharan average of 40%. This has focused attention on the appropriateness of the reforms. The focus of the reforms on achieving efficiency did not sufficiently take into account the fundamental importance of equity within the system. As a result, the Income Tax Act 1997 embodies distortions and inequalities in the treatment of taxable income and taxpayers that have led to inefficiency in the system as a whole. The tax reforms also took a narrow technical view of the tax system. The book employs political economy and optimal theory to explain the weaknesses in the tax system. It is argued that the reforms, although well designed, were not likely to be successful given the timing and context of implementation. The multidisciplinary and functionalist approach of the book is helpful in highlighting the constraints in which tax design and tax reform is undertaken in Uganda. It is argued that the reforms we “blunted” by the manner of their formulation and context of implementation. Taxation is a socio-political issue and yet the IMF and World Bank which supported the reforms did not take into account the limited political will. The lack of consensus in policy formulation has weakened the socio-contract and allowed the government to blame external factors for the poor performance. The weaknesses in governance and corruption have had an impact on the tax system by encouraging tax avoidance and evasion among political elites as well as on activities in the informal sector.

In this report the International Development Committee finds that the Government development fund - CDC - is not doing enough to alleviate poverty, does not focus on the sectors most in need and is paying its bosses too much. CDC, created in 1948 and formerly known as the Commonwealth Development Corporation, has operated since 2004 as a 'fund of funds' manager that invests in developing countries with the aim of promoting growth. It is owned by the UK's Department for International Development (DFID. But over half of CDC's portfolio is in four 'middle-income' countries - India, China, South Africa and Nigeria. It should be working in poorer countries and with poor people such as farmers and small business owners and accept lower returns. The report suggests a radical solution by splitting CDC into two parts. "The 'fund of funds' model is profit-making and leverages much extra finance and should be retained (suggested name 'CD Funds'). Some of the profits from this could fund a second arm called 'CDC Frontier' which would have a specific mandate to reduce poverty, and invest in pro-poor sectors including agriculture and infrastructure. There should also be greater oversight of CDC by DFID, so that there is greater alignment of poverty alleviation aims. Current salaries are excessive at CDC, and quality staff could be attracted for far lower salaries. The Committee wants HM Treasury to look into the use of tax havens, and for CDC to adopt best practice on tax.
