Trend growth in Uganda's economy has not been fast enough to create enough jobs with higher earnings for one of the world's fastest growing workforces. With almost three quarters of young people still joining the workforce on farms, Uganda's economic transformation into off farm waged jobs in urban areas must be hastened for faster economic growth. This report identifies ten key facts from a Jobs Diagnostic analysis which describe the main jobs challenges Uganda faces. It then sets out policy recommendations for a strategy for jobs and economic transformation which focuses on creating more waged jobs in Uganda, encouraging mobility into better jobs in urban areas, accelerating transformation of Uganda's agriculture, and fostering inclusion into better jobs.

Dictated by overall (economic, social, political, technological, etc) realities that unfold at different times, the growth and development dictums have been reshaped and reframed continually, in an effort to accommodate and respond to emerging issues. Indeed, Africa, through Agenda 2063, has acknowledged the need for inclusive and sustainable development, as is also the commitment of the Sustainable Development Goals (Agenda 2030) of the United Nations.Edited by Prof. Herman Musahara, this anthology entitled Inclusive Growth and Development Issues in Eastern and Southern Africa presents issues, challenges and progress in Rwanda, Mauritius, Ethiopia, South Africa, and Uganda. The issues covered include: trade; rural-urban linkages; the dynamics of poverty, vulnerability, and welfare; social policies for inclusive and sustainable development; productivity and informality; and financial direct support systems to the poor. The chapters are based on first-hand data, secondary data from different databases and systematic reviews of academic literature. Agriculture is critical for sustainable development and poverty reduction, and agricultural growth can be a powerful means for inclusive growth. Uganda's success in using agriculture for development and inclusive growth will depend on a variety of factors, some of which are within the sector, some are cross-cutting and general to the economy, and some are outside Uganda's sphere of influence, such as the global and regional price development of agricultural commodities. This policy note focuses on those factors that Ugandan policymakers can influence, both within and outside the direct mandate of agricultural policymakers. The key policy question in the Ugandan context is how to shift as many farmers as possible out of subsistence agriculture into commercial agriculture. During the past two decades, a diverse array of initiatives has promoted the commercialization of smallholder agriculture in Uganda. This policy note presents major interventions needed to accelerate agricultural commercialization. This policy note is part of the larger analytical work carried out by the World Bank on inclusive growth in Uganda. It therefore feeds into that larger effort. This Selected Issues paper tries to answer the question of how to promote employment in Uganda. It also discusses key stylized facts including labor market challenges, an overview of the labor market, and employment characteristics. Although issues relating to the determinants of employment are gaining momentum in Uganda, the literature is largely based on economic reports and qualitative studies. Uganda has implemented some social programs aimed at creating employment specifically for youth and women, though coverage is limited. These programs aim at providing an enabling environment for the private sector to create jobs and build the skills and requisite knowledge to make youth and women more employable. The existing social programs are good initiatives to address some of the labor market issues, though their coverage remains limited with funding constraints identified as one of the main challenges. Creating quality jobs will require comprehensive policies to promote headline growth and ensure inclusive growth, including measures to improve education and address challenges in gender and youth.
