This collection of essays by leading academics, lawyers, parliamentarians and parliamentary officials provides a critical assessment of the UK Parliament's two main constitutional roles-as a legislature and as the preeminent institution for calling government to account. Both functions are undergoing change and facing new challenges. Part 1 (Legislation) includes chapters on Parliament's emerging responsibilities for pre-legislative scrutiny of government Bills and for evaluating proposed legislation against explicit constitutional standards. The impact on legislation of the European Union and the growing influence of the House of Lords are also examined. Part 2 (Accountability) investigates how Parliament operates to scrutinise areas of executive action previously often shielded from effective parliamentary oversight, including national security, war-making powers and administrative justice. There are also chapters on parliamentary reform, including analysis of the House of Commons 'Wright reforms', parliamentary sovereignty, privilege and the European Convention on Human Rights, Euroscepticism, and parliamentary sovereignty and the regulation of lobbyists. The book will be of interest to anyone who is curious about the work of Parliament and is aimed at legal academics, practitioners and political scientists.

Exploring unique survey and interview data on the personality characteristics of British politicians, this book provides a timely psychological analysis of those individuals who pursue political careers and how they represent their constituents once elected. Focusing specifically on the Basic Human Values of more than 150 MPs as well as hundreds of local councillors, Weinberg offers original insights into three compelling questions: Who enters politics and how are they different to the general public? Do politicians’ personality characteristics matter for their legislative behaviour? Do voters really get the ‘wrong’ politicians? Taking a fresh psychological approach to issues that are predominant in political science, this book casts new light on the human side of representative democracy.

Essay from the year 1992 in the subject English Language and Literature Studies - Culture and Applied Geography, grade: 2,0, University of Dusseldorf "Heinrich Heine" (Anglistisches Institut), language: English, abstract: This paper is about the British Parliament, which constitutes such a wide range of topics that some selected aspects have to be concentrated on. For that reason the political function of the British Crown will be neglected. The main aim of this essay will be to find out how the powers of Parliament and those of the Government are balanced. It is assumed that the powers of making und passing laws und the control of the executive are indicators of this problem. First of all, the role that Parliament plays in the British Constitution will be defined. In this context it will be important to note that the British Constitution as such does not exist in writing, which raises the question as to whether this fact causes any negative consequences for the democratic process. Moreover, the structure and composition as well as the functions of the two Houses of Parliament will be dealt with. And some characteristic features of the parliamentary system in Britain will be pointed out in order to draw a comparison between the British and the German Parliament. Of course, this comparison will have to focus on the most significant aspects. In the final part the preceding considerations wi11 be summarized and a personal judgement on the two different systems in Britain and Germany will be made.
