Der Titel "Ukraine-Krieg - Tagebuch eines Fragenden" gibt bereits die Richtung an. Neugierig auf die politischen, geschichtlichen, auch weltanschaulichen Hintergründe dieses Konflikts habe ich mit Menschen, die in der früheren Sowjetunion aufgewachsen sind, gesprochen. Dann war ich gespannt, was die Presselandschaft zum Thema zu bieten hat. Das Unbegreifliche konnte doch nicht ohne Antwort bleiben. Was mich angesprochen und auch angeregt hat, brachte ich zu digitalem Papier. Beim Schreiben geht einem manches durch den Kopf, so kamen weitere Gedanken hinzu, die ich dann in Kommentare einfliessen liess. So habe ich einen Monat gewissermaßen ein »Kriegs-Tagebuch« geführt. Beim Abfassen des Buches kamen dann noch weitere Anmerkungen hinzu. Was ich zusammengestellt habe, sind vorrangig Texte über geschichtliche und politische Entwicklungen, dann auch ethnische Charakteristika, autokratische Phänomene, religiöse Bezüge, militärische Vorgehensweisen, Hilfsprojekte etc. Und schließlich darf bei dem, was ich schreibe, auch der christliche Glaube nicht fehlen.

The amount of international research on 'Children and War' carried out by academics, governments and non-governmental organizations has continually increased in recent years. At the same time there has been growing public interest in how children experience military conflicts and how their lives have been affected by war and its aftermath. In light of the many brutal post-colonialist civil wars or 'new wars', especially in Africa and Asia, child soldiers have in particular gained increased attention. Simultaneously, since the 1990s, the history of the Holocaust and World War II has also increasingly been written from the perspective of children; those who speak out now and publish their memoirs experienced the Holocaust as children. A similar generational change has also taken place in the societies of the perpetrators: Germans and Austrians who experienced the war as children took over the role of war witnesses from the soldiers of the German Wehrmacht. Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.
