Doktorarbeit / Dissertation aus dem Jahr 1999 im Fachbereich Politik - Thema: Frieden und Konflikte, Sicherheit, Note: cum laude, Universität Trier, Sprache: Deutsch, Abstract: Seit dem Beginn der 90er Jahre herrscht in weiten Kreisen der Gesellschaft Einigkeit, daß aufgrund des Bevölkerungswachstums und der Armut in den Entwicklungsländern sowie des industriellen Wachstums in den OECD-Ländern das Ausmaß und die Geschwindigkeit der weltweiten anthropogenen Degradierung der erneuerbaren Ressourcen (Boden, Vegetation, Wälder, Wasser, Luft/Atmosphäre) als historisches Novum des 20. Jahrhunderts auszumachen sind. In dem Bewußtsein, daß den wachsenden ökologischen Gefährdungen schnell und effektiv begegnet werden müsse, ist die Institutionalisierung und Kooperation im Bereich der inter-nationalen Umweltpolitik seit dem Beginn der 70er Jahre zwar außerordentlich rasch vorangeschritten. Tatsächlich ist jedoch bis heute keine Nation bereit, ihre Souveränität, hinter der oftmals dominante wirtschaftliche Interessen stehen, zugunsten von substantiellen Maßnahmen des globalen Umweltschutzes einzuschränken. Die Folge ist die weltweite Zunahme von Umweltkonflikten. Während jedoch in den Ländern der nördlichen Hemisphäre gesetzliche Regelungsmechanismen zur Lösung von Umweltproblemen zwischen Staaten greifen, läßt sich in den ärmeren Ländern der südlichen Hemisphäre die Zunahme ökologisch „induzierter“ Krisen und Konflikte verzeichnen, die sich zumeist in Form von ethnischen und religiösen Konflikten bis hin zu Kriegen manifestieren. Wie bereits heute absehbar ist, wird jedoch auch der Norden von den Folgen der globalen Umweltkrise etwa durch die Zunahme von (Bürgerkriegs-)Flüchtlingen, Umweltkatastrophen und der damit verbundenen humanitären Hilfsleistungen nicht verschont bleiben.

The world is facing several serious challenges at the close of the fossil and nuclear energy regime: the limited resources of cheap conventional oil can only be surmounted by tapping unconventional oil reserves, e.g. deep sea oil. The explosion of the oil platform Deepwater Horizon in 2010 and the subsequent oil spill caused enormous damage, which even a year later cannot be fully estimated. Another even more important threat emanating from the fossil and nuclear energy regime has been brought to our attention by the Fukushima disaster. Last but not least, the problem of climate change caused by an increase in greenhouse gas emissions is looming, despite the fact that the international community has agreed on a considerable reduction of these emissions. Is this poor result of the Kyoto Protocol and the failure of successive climate conferences the consequence of a preference for the use of market-based instruments? The majority of climate scientists, economists, and politicians believe in the efficiency of “cap-and-trade” regulations. They even conceive them as a constituent ingredient of a “Green New Deal” or “Global Green Recovery”.
