Over the past decade, the greening of industry has become both an issue in scientific and political debate and a generic substantive development in industry itself. This study is the product of an international collaborative research project investigating exemplary cases of successful environmental management in European companies in Denmark, Germany, The Netherlands, Switzerland, Poland, and Latvia with the aim of discovering the reasons and dynamics underlying them and the role environmental policy did and could play. Providing the background and context of the research project, the nine case studies concern various companies of different sizes and from different industrial branches and describe the social processes leading to substantive environmental achievements and corresponding environmental management systems. This study also evaluates the success stories in a comparative empirical, as well as theoretical, perspective with an environmental policy orientation. Case studies examine the role of a company's internal and external determinants, explaining successful corporate environmental management on the micro-level.

The authors demonstrate how 'windows of opportunity' for technological innovations emerge and also explain how they can be identified and effectively exploited. Technological innovations are widely considered as an opportunity to realise a double dividend - protect the environment and increase profits by introducing a more sustainable technology. However, intervention by the state is often needed to overcome the competitive disadvantage caused by externalities, path dependency and lock-in. The authors provide extensive evidence that this resistance to technological change is subject to substantial temporal variation. They argue that it is economically and politically sensible to identify periods of time in which resistance is weakest and to exploit these 'windows of opportunity' whenever and wherever they occur. They also highlight how time strategies for innovation policy can involve the preparation and creation of 'windows' which do not yet exist. Am 16. September 2000 hat Ernst Hagemann sein 70. Lebensjahr vollendet. Aus Anlaß dieses Tages und in Dankbarkeit für sein Engagement der Gründung und Erhaltung des Iserlohn-Kreises sowie der Anerkennung seines Lebenswerkes im Bereich der China-Forschung widmen ihm Freunde und Kollegen im Iserlohn-Kreis sowie Kollegen des DIW die vorliegende Festschrift. Ernst Hagemann war seit 1963 Mitarbeiter im DIW. In den 1980er und 1990er Jahren trat zunehmend die Transformationsforschung in den Vordergrund seiner wissenschaftlichen Tätigkeit. Seit seinem Ausscheiden aus dem DIW im Jahr 1996 ist Ernst Hagemann weiterhin als Berater für internationale Organisationen und Unternehmen aktiv.Will man über China empirisch arbeiten, ist eine gründliche Analyse des zu Grunde liegenden statistischen Materials erforderlich.
