Over the past decade, the greening of industry has become both an issue in scientific and political debate and a generic substantive development in industry itself. This study is the product of an international collaborative research project investigating exemplary cases of successful environmental management in European companies in Denmark, Germany, The Netherlands, Switzerland, Poland, and Latvia with the aim of discovering the reasons and dynamics underlying them and the role environmental policy did and could play. Providing the background and context of the research project, the nine case studies concern various companies of different sizes and from different industrial branches and describe the social processes leading to substantive environmental achievements and corresponding environmental management systems. This study also evaluates the success stories in a comparative empirical, as well as theoretical, perspective with an environmental policy orientation. Case studies examine the role of a company's internal and external determinants, explaining successful corporate environmental management on the micro-level.

Environmentalists in other countries applaud its strict environmental laws, its world-class green technology firms, its phase-out of nuclear power, and its influential Green Party. Germans are proud of these achievements, and environmentalism has become part of the German national identity. In The Greenest Nation? Frank Uekötter offers an overview of the evolution of German environmentalism since the late nineteenth century. He discusses, among other things, early efforts at nature protection and urban sanitation, the Nazi experience, and civic mobilization in the postwar years. He shows that much of Germany's green reputation rests on accomplishments of the 1980s, and emphasizes the mutually supportive roles of environmental nongovernmental organizations, corporations, and the state. In 1880, coal was the primary energy source for everything from home heating to industry. Regions where coal was readily available, such as the Ruhr Valley in Germany and western Pennsylvania in the United States, witnessed exponential growth-yet also suffered the greatest damage from coal pollution. These conditions prompted civic activism in the form of "anti-smoke" campaigns to attack the unsightly physical manifestations of coal burning. This early period witnessed significant cooperation between industrialists, government, and citizens to combat the smoke problem. It was not until the 1960s, when attention shifted from dust and grime to hazardous invisible gases, that cooperation dissipated, and protests took an antagonistic turn.The Age of Smoke presents an original, comparative history of environmental policy and protest in the United States and Germany. Dividing this history into distinct eras (1880 to World War I, interwar, post-World War II to 1970), Frank Uekoetter compares and contrasts the influence of political, class, and social structures, scientific communities, engineers, industrial lobbies, and environmental groups in each nation. Is the performance of western democracies in decline? Which countries show the best performance? Do institutions matter for political performance? This book offers a comprehensive analysis of twenty-one OECD countries by systematically examining all major domestic policy areas - domestic security policy, economic policy, social policy, and environmental policy - and using outcome indicators. The quality of democracy is assessed both at the level of the four policy areas and at a general level encompassing all policy areas. The question of trade-offs between policy areas is studied in an unprecedented way and, for the first time, national types of policy patterns are identified. The findings of this book confront widely-held assumptions about the performance of democracies. Western democracies as a whole did not converge at a lower level of performance, and trade-offs between different policy areas did not increase. The question 'do institutions matter?' can only partially be answered in the affirmative. Political institutions do matter, but formal and informal institutions cause different effects and both matter only sometimes and to a limited degree. The Performance of Democracies is a book with significant theoretical implications. It stresses that the effect of institutions is more complicated than most of the neo-institutionalist approaches assume. No clear predictions can be made on the basis of institutional factors. Consequently, it does not support the established assertion that fundamental political problems can simply be resolved through institutional reforms of liberal democracies. A decade of climate change negotiations almost ended in failure because of the different policy approaches of the industrialized states. Japan, Germany, and the United States exemplify the deep divisions that exist among states in their approaches to environmental protection. Germany is following what could be called the green social welfare state approach to environmental protection, which is increasingly guided by what is known as the precautionary principle. In contrast, the US is increasingly leaning away from the use of environmental regulations, towards the use of market-based mechanisms to control pollution and cost-benefit analysis to determine when environmental protection should take precedence over economic activities. Internal political divisions mean that Japan sits uneasily between these two approaches. Miranda A. Schreurs uses a variety of case studies to explore why these different policy approaches emerged and what their implications are, examining the differing ideas, actors, and institutions in each state.
