Colombia inicio y termina el siglo XX inmersa en confrontaciones armadas, que son expresion de las dificultades de la sociedad para construir un Estado democratico y justo en el que tngan oportunidad todos los sectores sociales y politicos y en donde sea mas equitativo la distribucion de la riqueza nacional. Han sido la violencia, el desplazamiento forzado y el despojo, manifestaciones constantes de nuestro conflicto armado interno. Asi los desplazados de fin de siglo por el actual conflicto armado, han sido y son protagonistas anonimos de unas guerras que no siempre sienten como propias, pero que cambiaron abruptamente sus condiciones de vida y sus referentes sociales y culturales. Quienes portan armas argumentando la defensa legitima de las instituciones, la autodefensa de determinados intereses sociales y economicos o la transformacion revolucionaria de la sociedad y del Estado, ponen en juego la legitimidad que alegan cada vez que torturan desaparecen, asesinan o masacran civiles indefensos, incorporan menores a la confrontacion, realizan ataques aereos o terrestres indiscriminados o presionan con acciones de terror y amenazas directas el desplazamiento de poblaciones. Hay unos principios humanitarios y unos valores eticos, aun en las circunstancias de la guerra, que siguen vigentes y son ineludibles para quienes combaten con las armas, independientemente de cualquier explicacion, justificacion o excusa.
