Agricultural land and woodland in the vicinity of urban settlements appear increasingly to represent a key element and strategic resource for addressing issues of residential quality, and hence the requalification of the urban construct. In effect, from a "vacuum" awaiting construction, the periurban agricultural territory is emerging as the yardstick for a new measurement and integration of the public policies governing urban and territorial plans and those for rural development. This book proposes a number of cues and methodological and operational elements to stimulate reflection on this new scenario. It does so through the exploration of a number of significant and innovative experiences in Italy and the rest of Europe, while at the same time also proposing an initial appraisal of the process of design and social mobilisation for the definition of the scenario for the Prato Agricultural Park.

The clear and complete relationship that historically linked city and countryside has gradually faded more and more, up to the configuration of the current situation of urban sprawl by several parties considered unsustainable at the environmental, functional and morphological level. While an approach aimed at recovering lost physical and territorial realities may not appear very effective, it is however possible to attempt to identify paths to restore structure in the contemporary settlement layouts. A structure able to newly weave ecological, functional, morphological and symbolic relations between the urban and rural dimension. In this frame of reference, a decisive role can be played by open spaces, non-built-up natural or farming environments which constitute a resource for regaining the environmental quality of the contemporary city; for the construction of a new large system of public and collective spaces; and for the redefinition of limits, boundaries and thresholds between city and countryside. These are the topics dealt with in the book through a theoretical focus on the "middle landscape", its roots and the more recent planning experiences, and through a planning exercise on the Pistoia landscape. The aim of the volume is to attempt to provide indications and tools in order to read and design landscape with urban boundaries, today a strategic sphere for the regeneration of the contemporary city.

Prefazione di Francesco Karrer Il tema della crescita “intorno” alla città, altrove dibattuto già a partire dal dopoguerra come una delle componenti primarie dei processi di sviluppo urbano, in Italia è divenuto argomento centrale del dibattito architettonico e urbanistico a partire dagli anni Ottanta, con l‘esplosione delle contraddizioni emerse con la crescita della città illegale, che ha reso non più differibile la presa di coscienza sulla necessità di ricucire le diverse parti della città, altrimenti disomogeneamente contrapposte. Il problema della “convivenza” tra città compatta e città diffusa (legittima o spontanea) è alla base del testo e pone interrogativi che vanno oltre il campo disciplinare dell'urbanistica, fino ad investire aspetti più propriamente legati alle politiche economico finanziarie del governo del territorio. Maria Rita Schirru, architetto e ingegnere, ha conseguito il Dottorato di ricerca in Pianificazione Territoriale e Urbana nel 2010. Docente a contratto nell'anno accademico 2010-2011 presso la Facoltà di Architettura “Valle Giulia” della “Sapienza” Università di Roma, negli anni 2006-2008 è stata consulente di Risorse per Roma spa per attività di supporto alle procedure concorsuali per la realizzazione di opere pubbliche all'interno di progetti di riassetto urbano e programmi di valorizzazione banditi dal Comune di Roma. Attualmente è membro della Struttura tecnica di missione, presso il Ministero delle Infrastrutture e dei Trasporti, in qualità di esperto nel campo della pianificazione territoriale e urbana, per l'esame delle questioni tecnico-ingegneristiche connesse agli interventi di interesse nazionale previsti dalla “legge Obiettivo” del 2001. Svolge attività di consulenza per il Comune di Roma, Dipartimento Sviluppo delle Infrastrutture e Manutenzione Urbana, per il recupero delle periferie. È membro della Commissione Centrale di Vigilanza per l'edilizia popolare ed economica, presso il Ministero delle Infrastrutture e dei Trasporti.

This book illustrates the study carried out to define the project guidelines for the river park of the Arno and its tributaries the Pesa and the Elsa in the Empoli area, and has been produced by liaison between the territorial Planning Department and the Municipalities of the Empoli district. The integrated analysis of local resources scheduled, on the one hand the identification of the criticalities of the territorial system, and on the other the conscious and distinctly interpretational representation of the local cultural bedrock. The definition of scenarios for the entire territory has made it possible to demonstrate the outcomes of complex dynamics in a synthetic manner, moving on to the individual integrated projects and specific sectorial policies. It is precisely this recourse to scenarios, seen as the embodiment of a phase of project sharing and definition, that is the innovative feature of the «River Contract» proposed as a tool for the management and implementation of the plan.

Il volume raccoglie i contributi dei partecipanti alla scuola estiva Sc.OUT svoltasi presso l’Ente Parco regionale del Partenio dal 28 giugno al 3 luglio 2022. Il focus riguarda la relazione tra sviluppo turistico e aree protette con l’obiettivo di individuare possibili modalità di fruizione sostenibili e compatibili con le caratteristiche di territori naturalistici. Il parco regionale del Partenio ha rappresentato una prima sperimentazione sul campo per la verifica di ipotesi di utilizzo del territorio non invasive finalizzate allo sviluppo di attività di turismo e di svago. La particolarità del territorio del Parco di essere un’area ad alto valore ambientale in un contesto periurbano caratterizzato in alcuni casi da elevate densità abitative ha rappresentato una prima sfida per il raggiungimento degli obiettivi prefissi nel momento della progettazione dei lavori della scuola estiva Sc.OUT. Attraverso un approccio multi e interdisciplinare gli autori evidenziano come la prospettiva di uno sviluppo turistico debba necessariamente essere mirata al pieno rispetto dell’ambiente e dell’autenticità dei luoghi e che, sebbene consenta di accelerare azioni di riscoperta del patrimonio materiale e immateriale, necessita di una programmazione attenta e di un puntuale monitoraggio per garantire la tutela di tali territori. Le opinioni degli studiosi così come quelle dei gestori si confrontano in questo volume nel tentativo di fornire esempi di buone pratiche in grado di supportare il raggiungimento del difficile equilibrio tra esigenze di tutela e necessità di sviluppo.
