Il volume raccoglie i contributi dei partecipanti alla scuola estiva Sc.OUT svoltasi presso l’Ente Parco regionale del Partenio dal 28 giugno al 3 luglio 2022. Il focus riguarda la relazione tra sviluppo turistico e aree protette con l’obiettivo di individuare possibili modalità di fruizione sostenibili e compatibili con le caratteristiche di territori naturalistici. Il parco regionale del Partenio ha rappresentato una prima sperimentazione sul campo per la verifica di ipotesi di utilizzo del territorio non invasive finalizzate allo sviluppo di attività di turismo e di svago. La particolarità del territorio del Parco di essere un’area ad alto valore ambientale in un contesto periurbano caratterizzato in alcuni casi da elevate densità abitative ha rappresentato una prima sfida per il raggiungimento degli obiettivi prefissi nel momento della progettazione dei lavori della scuola estiva Sc.OUT. Attraverso un approccio multi e interdisciplinare gli autori evidenziano come la prospettiva di uno sviluppo turistico debba necessariamente essere mirata al pieno rispetto dell’ambiente e dell’autenticità dei luoghi e che, sebbene consenta di accelerare azioni di riscoperta del patrimonio materiale e immateriale, necessita di una programmazione attenta e di un puntuale monitoraggio per garantire la tutela di tali territori. Le opinioni degli studiosi così come quelle dei gestori si confrontano in questo volume nel tentativo di fornire esempi di buone pratiche in grado di supportare il raggiungimento del difficile equilibrio tra esigenze di tutela e necessità di sviluppo.

Nella cosiddetta era “delle reti” e della “mondializzazione”, le pratiche di tutela e fruizione dell’ambiente, anche a livello locale, devono rapportarsi alle dinamiche globali e adeguarsi alle politiche di gestione delle aree naturali protette e dei flussi turistici. Ne deriva la necessità di tenere in conto: la complessità delle politiche, degli atteggiamenti, dei metodi e degli strumenti che riguardano la conservazione dei beni naturali; la dimensione etica delle cosiddette “buone pratiche”; l’educazione e la formazione degli utenti (Gambino R., 1991; Zerbi, 2007; Magnaghi 2010). Tutto questo tenendo pure in considerazione: uno sviluppo di ricerche finalizzate alla tutela ambientale e alla promozione dei beni culturali; il sostegno e la sperimentazione di forme di gestione e di uso che permettono uno sviluppo sociale ed economico compatibile con il mantenimento delle risorse naturali e del patrimonio storico-culturale; l’applicazione dei più moderni Sistemi di Gestione Ambientale (ISO 14001). Un corretto sviluppo sostenibile nelle aree protette significa, infine, un controllo delle prestazioni ambientali delle diverse attività svolte, una regolamentazione delle attività di trasformazione e valorizzazione, valutandone gli impatti prodotti, una definizione delle responsabilità, delle prassi, delle procedure e dei processi finalizzati alla gestione complessiva dell’ambito di parco. Un’adeguata gestione delle aree protette e di quelle di “margine” presuppone, quindi, la definizione di obiettivi strategici complessi e finalizzati a raggiungere un equilibrio tra conservazione, sostenibilità e sviluppo. In tal modo la ricomposizione territoriale e la valorizzazione si possono realizzare attraverso: la scelta di attività adeguate, che contribuiscono allo sviluppo socio-economico e alla qualità della vita delle comunità; l’applicazione di strategie di comunicazione, educazione, ricerca, formazione e sensibilizzazione; il coinvolgimento attivo delle comunità e degli enti locali, a tutti i livelli; l’individuazione, la tutela e la gestione delle pratiche e degli usi consolidati del territorio. Una parte maggioritaria dell’opinione pubblica ha ormai raggiunto una sua consapevolezza sull’importanza della conservazione e valorizzazione del patrimonio ambientale, naturale e costruito, benché si renda anche conto, in modo più o meno esplicito, che non sempre tale consapevolezza si traduce in orizzonti operativi né in azioni concrete e continue, con essa coerenti. I casi di studio presentati nelle prossime pagine, che ci porteranno a conoscere alcune aree protette in Italia, Inghilterra, Galles, Scozia, Canada e Perù, ci consentiranno di avere un primo “assaggio” di come i criteri di sviluppo sostenibile, in questi territori “speciali”, non necessariamente siano immediatamente applicabili e che, a volte, essi incontrino delle notevoli difficoltà a essere messi in pratica. Le città sono cambiate, è cambiato il modo di intendere la città e di viverla. E questo spesso al di fuori della pianificazione e delle politiche urbane. Esiste ancora un legame tra le persone e i propri – e altrui – luoghi? Nell’era della virtualizzazione e della globalizzazione della realtà, luoghi e relazioni si stanno evidentemente trasformando. Al punto che si possono nutrire dei forti dubbi sull’esistenza ancora di uno “spazio pubblico di relazione”, quell’armatura fisica e relazionale che è alla base delle nostre città e che nelle espansioni urbane recenti – in tutto il mondo – ha perso quasi totalmente senso. A questa edizione, che si è svolta a Roma dal 2 al 4 ottobre 2013, hanno partecipato oltre 130 tra relatori e espositori provenienti da numerosi Paesi d’Europa, America, Asia e Africa, i quali hanno animato le dodici sessioni tematiche seguendo i tre temi chiave del congresso, Città, Memoria, Gente. La ricchezza e la varietà dei contributi presentati costituiscono l’essenza di questo volume, che va ad alimentare un dibattito (multi)disciplinare che, nei diversi Congressi “Città e Territorio Virtuale”, ha raggiunto e coinvolto una ormai numerosa comunità scientifica intercontinentale.

This volume proposes a rich corpus of papers about the 'Other City', a subject only few times dealt with, but worthy of all our attention: it imposes itself on the scene of international modern and contemporary historiography for its undeniable topicality. Throughout history, the city has always had to deal with social 'otherness', i.e. with class privileges and, consequently, with discrimination and marginalization of minorities, of the less well-off, of foreigners, in short, with the differences in status, culture, religion. So that the urban fabric has ended up structuring itself also in function of those inequalities, as well as of the strategic places for the exercise of power, of the political, military or social control, of the spaces for imprisonment, for the sanitary isolation or for the 'temporary' remedy to the catastrophes. From the first portraits of cities, made and diffused at the beginning of the fifteenth century for political exaltation purposes or for religious propaganda and for devotional purposes, which often, through increasingly refined graphic techniques, distort or even deny the true urban image, we reach, at the dawn of contemporary history, the new meaning given by scientific topography and new methods of representation; these latter aimed at revealing the structure and the urban landscape in their objectivity, often unexpected for who had known the city through the filter of 'regime' iconography. The representation of the urban image still shows the contradictions of a community that sometimes includes and even exalts the diversities, other times rejects them, showing the unease of a difficult integration.

This highly original work examines the rise of the urban food planning movement in the Global North and provides insights into the new relationship between cities and food which has started developing over the past decade.
