Historical Archives and the Historians' Commission to Investigate the Armenian Events of 1915 demonstrates the vital importance of Ottoman and other relevant archives in Turkey for the study of the Armenian question. Historians, assisted by newly discovered or recently published materials, must continually reassess events of the past in order to achieve a rounder view. The Armenian events of 1915 are certainly no exception. This study encourages further engagement between the policy-making and the scholarly communities by indicating the continued importance of past records and documents for today’s pressing debates. In order to give a fuller picture, this survey also looks at some major relevant archival sources outside Turkey, including the state of archives of the First Republic of Armenia and those of the Dashnak Party. Yücel Güçlü’s inquiry sheds light on some of the British records relating to the First World War and its immediate aftermath locked at the National Archives in Kew, London, and he examines the special relevance of repositories in Moscow and St. Petersburg in understanding the Turkish-Armenian conflict. Güçlü assesses Turkey’s proposal to establish an international historians’ commission to investigate the Armenian events of 1915 and reviews in-depth the meanings and implications of the protocols of cooperation signed between Turkey and Armenia on 10 October 2009. By turning a modern eye on historical events, this study gives great and necessary attention to discovering the precise chronology, meaning, and development of the continuing negotiations between Turkey and Armenia.

The first genocide of the twentieth century remains unrecognized and unpunished. Turkey continues to deny the slaughter of over a million Ottoman Armenians in 1915 and the following years. What sets the Armenian genocide apart from other mass atrocities is that the country responsible has never officially acknowledged its actions, and no individual has ever been brought to justice. In Turkey and the Armenian Ghost, a translation of the award-winning La Turquie et le fantôme arménien, Laure Marchand and Guillaume Perrier visit historic sites and interview politicians, elderly survivors, descendants, authors, and activists in a quest for the hidden truth. Taking the reader into remote mountain regions, tiny hamlets, and the homes of traumatized victims of a deadly persecution that continues to this day, they reveal little-known aspects of the history and culture of a people who have been rendered invisible in their ancient homeland. Seeking to illuminate complex issues of blame and responsibility, guilt and innocence, the authors discuss the roles played in this drama by the "righteous Turks," the Kurds, the converts, the rebels, and the "leftovers of the sword." They also describe the struggle to have the genocide officially recognized in Turkey, France, and the United States. Arguing that this giant cover-up has had consequences for Turks as well as for Armenians, the authors point to a society sickened by a century of denial. The face of Turkey is gradually changing, however, and a new generation of Turks is beginning to understand what happened and to realize that the ghost of the Armenian genocide must be recognized and laid to rest.

This book undertakes the first in-depth comparative study of the recent debates in American and French politics confronting Turkish official denial of the Armenian genocide of 1915-16 in which approximately 1.5 million Armenians died in a genocide perpetrated by the Young Turk Ottoman government during the First World War. There are various reasons why this subject remains a focus of interest. This is a genocide that occurred a century ago. It is denied by Turkey, the successor state to the perpetrator state, the Ottoman Empire. Conversely, it is affirmed by the Armenian diaspora, the state of Armenia and other states.

More than one hundred years have already passed since the perpetration of the Armenian Genocide, but its effects have never ceased. One of the major challenges I encountered during the preparation of this book, was introducing a novelty contribution to the "Armenian cause", and above all a new and innovative solution, giving that hundreds, and even thousands of books have been written on this subject. My primary aim was to seek a solution for the "Armenian cause", a solution that is based on international law and pursued with objectivity and impartiality. The nature of my work resembled the process of discovering a new treatment for a chronic disease. In fact, the essential issues that I have addressed in my book can be summarized as follows: What can be the legal effects of the Armenian Genocide at the level of international law, especially since the crime has been committed for a long time and even before the promulgation of the 1948 convention related to the crime of genocide, with regard to the law of treaties and the succession of states in matters of international responsibility? Are there still possible legal means to resolve the "Armenian question", or has it become just a matter of history without any possibility of legal recourse, leaving room for political settlement as the only means of resolution? Therefore, it was necessary to refer to natural law, and especially to customary international law, the principles of humanity, the law of nations and thus the Martens clause. Likewise, I presented the constituent elements of the crime of genocide, and their availability in the case of the 1915 massacres, from which it was essential to highlight all the concordant proofs and the progressive recognitions of the existence of the material and intentional element of the crime of genocide in the massacres of 1915. Also, it should be mentioned that it was the Ottoman Empire that committed this crime and not present-day Turkey, which is moreover considered as the successor of the Empire; Hence, it was also necessary to study the subject of State succession in matters of international responsibility. Thus, it was necessary to discuss the capacity and standing of Armenia to sue and the legal interest in the right to action for liability, under the erga omnes principle, since the Armenian State did not exist at the time of the perpetration of the crime. It was in 1920 that the Soviet Republic of Armenia was born, and in 1991 that Armenia gained its final independence. Similarly, it was essential to discuss the possible application of the Vienna Convention of November 26, 1968, on the Armenian genocide, especially that Turkey is not a party to this agreement, as well as the application of the aforementioned convention, and especially that of 1948 on the crime of genocide, in the light of the principle of the non-retroactivity of treaties. Also, I discussed the subject of Turkey's accession to the European Union, which surely depends on the Turkish recognition of the Armenian Genocide; as well, and above all, on the Turkish occupation of Northern Cyprus, which constitutes one of the thorniest issues raised by the latest enlargement of the European Union. On the other hand, it was essential to approach the Armenian-Azerbaijani conflict and study its effects on the resolution of the Turkish-Armenian conflict. Moreover, it was important to mention the serious failure of international justice towards the "Armenian question". Finally, I elaborated in large part my personal contribution and my perception for the resolution of the "Armenian question", by presenting the possible solutions, as well as the different forms of reparation. In the end, my hope is for this book to stand as a respectful recognition to the spirits of the martyrs of the Armenian Genocide, as well as to the spirits of my ancestors, while also representing a serious effort towards addressing the "Armenian cause".

A NATIONAL BOOK CRITICS CIRCLE AWARD FINALIST A young Armenian-American goes to Turkey in a "love thine enemy" experiment that becomes a transformative reflection on how we use—and abuse—our personal histories Meline Toumani grew up in a close-knit Armenian community in New Jersey where Turkish restaurants were shunned and products made in Turkey were boycotted. The source of this enmity was the Armenian genocide of 1915 at the hands of the Ottoman Turkish government, and Turkey's refusal to acknowledge it. A century onward, Armenian and Turkish lobbies spend hundreds of millions of dollars to convince governments, courts and scholars of their clashing versions of history. Frustrated by her community's all-consuming campaigns for genocide recognition, Toumani leaves a promising job at The New York Times and moves to Istanbul. Instead of demonizing Turks, she sets out to understand them, and in a series of extraordinary encounters over the course of four years, she tries to talk about the Armenian issue, finding her way into conversations that are taboo and sometimes illegal. Along the way, we get a snapshot of Turkish society in the throes of change, and an intimate portrait of a writer coming to terms with the issues that drove her halfway across the world. In this far-reaching quest, told with eloquence and power, Toumani probes universal questions: how to belong to a community without conforming to it, how to acknowledge a tragedy without exploiting it, and most importantly how to remember a genocide without perpetuating the kind of hatred that gave rise to it in the first place.

From 1894 to 1924 three waves of violence swept across Anatolia, targeting the region’s Christian minorities. Benny Morris and Dror Ze’evi’s impeccably researched account is the first to show that the three were actually part of a single, continuing, and intentional effort to wipe out Anatolia’s Christian population and create a pure Muslim nation.
